The State of Illlnola is encouraged to tnplerlent the tmprovement of Illtnot8 Route 83 as eoon as posslble. Stnce congestton on Illtnols Route 83 ls currefltly very severe at the tntersecttons wtth Arlington Hetghts Road and l111nots Route 53 and the congestton ts contrlbuttng to problel[s regulttng fron notortsts cutttng through local streeta, the traffic slgnal and pavement tmprovementa, trafflc stgnal coord{natlon and other lnprovementa ln tht8 lmedtate atea should be tmplemented as aoon a6 possible along wtth any other adjacent sectlons of Illlnots Route 83 whtch can be oade bld ready lrtthout resulting ln any 1 3 ,, V \-/ 4 -2- addtttonal delay. Improvementa ln thts area should not be de!.ayed due to funding llottat{on8 or other factors whlch nay not allow the proopt tnprovement of the fu1l length of llllnols Route 83 between Arltngton ltetghts Road and U.S. Route 45. The proposed realignnent of Old McHenry Road and fretront Way at Illlnols Route 53 should Dot occur untll a conmltroent ts establtshed to fund and tnplenent a subaequent throu8h novement reatrtctlon nodtftcatlon tf the tnlttal realtgnment ts found by the Vtllage to be stgntftcantly contrtbuttDg to problens related to trafftc cutttng through adjacent restdent{.al areas. The reallgnnent of 01d l.lcllenry Road and trrenont Way at Illtnots Route 53 should be ll[pl.enented only after the tmprovement8 to the sectlon of Illtnois Route 83 betireen, and includtng the tntersectton lrtth Arllngton Iletghts Road and Aptakistc Road are completed, lncludtng the lnttlatton of proper operatton of the trafftc slgnal coordtnatlon ayatem. The tntent of thls aequence of con8tructton ls to avotd etgntftcant addlttonal cut-through trafftc betng tnduced by the conbtnatlon of the tnteraect{on reallgnnent and the extsttng congestlon on Illtnots Route 83.
