S. 12) TO THE TRI-STATE TOLL!{Ay (r-294) A SECTION OF APPROXII.{ATELY 8.7 },{ILES This Agreenent is made and entered into by and betqreen the Village of Arlington Heights, the Village of Buffalo Grove, the village of Palatine and the village of liheeling, rnunicipal corporations of the State of Illinois; the foregoing parties hereinafter referred to collectively as the ttlake-Cook Road Local Corridor Agencytr or the ''LcRcA;rr and the county of cook, a body politic and corporate of the State of fllinois, hereinafter known as "cook countyl or itThe county,r' witnesseth, that: whereas, the above-naned parties propose that a Phase I Engineering study, hereinafter referred to as the 'tstudy,rr be conducted on a portion of Lake-cook Road, between Rand Road (U.S. 12) and the Tri-State Tolhray(I-294). The purpose of the Study is to develop a comprehensive transportation improvenent plan for the Lake-cook Road corridor thatwill preserve and improve traffic nobility and safety as well as enhance its econonic viability and the quality of life it supports. The objectives of the study are to igentify long tern improvement needs, evaluate feasible iroprovenent alternates, select a preferred iroprovenent plan and develop an inplernentation strategy. The study will identify inprovernent needs and feasible improvenentalternates. Through coordination with local agencies and the public, one or tnore of the al.ternates will be selected for further detailedstudy. The Study shaLl include the performance of preliminary environrnental and design studies as weII as further coordination andpublic involveruent necessary to select a preferred inprovement pIan.Prelininary roadway plans and profiles, cost estinates, andright-of-way reguirenents will be developed for the preferred plan, withan onission for the portion of Lake-cook Road included in the ongoingand separate Phase I Engineering contract for the grade separation atMilwaukee Avenue. The Study will include, but is not Iimited to, thefollowing work iterns: A. General Data Col.lection - Obtain existing roadway and utility p1ans.- Obtain and revierr, land use data and Coroprehensive plans - obtain proposed roadway inprovenent plans and deveLopnent plans.- Research and review existing right-of-way data.- Locate existing streans and 100-year flooplain linits.- Obtain existing soils information. B. Traffic Data Coltection - Obtain 24-hour nachine traffic counts along Lake-Cook Road and the major routes which cross it.- Perfom AH and PH peak hour traffic counts at majorintersections. - Through CATS, develop 2010 traffic projections and design hourlyvolunes based on 2010 Long Range Transportation P1an.- Assenble and analyze accident data.- Deternine existing capacity and level of service. C. Aerial Mappinq and Ground Control Survey - Take current aerial photographs of corridor.- Produce 1tr=50, scale aerial base sheets for use in developnentof alternate design studies and preferrred plan.- obtain USGS and County napping f6r contour data.- conduct a field survey to obtain existing roadlray profile andtypical cross sections. D Prelirninarv Drainaoe Studies and Floodplain Analyses E - Develop existing drainage plan frorn existing plans.- Identify locations of t OO-year floodplains and antj.cipatedinpacts . - Develop conceptual drainage plan which denotes anticipateddrainage iroprovements. Intersection Desion Studies - Prepare Intersection Design Studies for major intersections. Alternate ceometric Studies - Evaluate effect of Traffic Uanagenent policies (ride sharing,HOV lanes, flextine, and transif neasures) on aesiln f,ouifyvolunes. - Analyze intersection and corridor capacities of various designand traffic control alternatives. r -2- - Analyze the effect of incorporating various public transportationsystens into the roadway geometrics. - Analyze the effect of potential , proposed traffic signals cntraffic fLows in the corridor. - Develop design standards for iroprovements including design speedand typical pavement and roadway cross sections. G. Alternate Design Studies - Based on traffic studies, and other data, devetop inprovernentalternates which rneet improvernent needs to varying degrees andhrhich have varying inpacts on adjacent properties.- Analyze advantages and disadvantages of each alternate andprepare sunnary of aLternate design studies including cost estirdates -- Develop prelininary horizontal geonetrics for alternate plans on 1tr=50' scale aerial base sheets.- Plot and analyze roadway cross sections along alternate alignments to determine right-of-way and drainage requirements.- Develop prelirninary roadrray profiles for alternate plans. H. Coordination Meetinqs - Meet lrith representatives of locaI agencies (i.e. vil lages, CCHD, Lake County DoT, and other relevant parties incJ.uding the LCRCA Private Sector Advisory Board) to get initial input and connents on alternate design studies,- Refine alternates as necessary based on input. Public Involvement Present feasible alternates to the public at public Information meetings. Based on public input and results of coordination neetings,select a preferred improvement pLan. That neither raunicipal nor county authority will be preenpted by this agreenent. That this agreeDent sha1l be effective froD and after its approval by the parties hereto. The agreement nay be executed i.n counterparts. To comply with all applicable Executive orders and Federal Highway Acts prusuant to the Equal Enployment opportunity and Nondiscrinination Regulations required by the U.s. Departnent of Transportation, in accordance with IDoT Local Agency Procurenent Procedures for consultant Engineering Services as contained in IDoT's Federal Aid Procedures for Local Highway Inprovenents uanual . To act as fiscal agent to the study, and to bill. the nenbers of the LcRcA accoarding to the tems stated in the Agreenent, and based on the aroounts and percentages as shown in Agreement Iten #1 (Division of Cost). To appropriate additional funds in addition to those agreed upon in Agreement ften #1 (Division of Cost) if the costof the Study exceeds the estinated cost. 4 5. THE COTJNTY AGREES : To provide a coordinating engineer to oversee supervision of the Study. To provide for rnonthly coordination meetings bethreen the study consultant, the county, the representatives of the LCRCA, and other parties associated with the LCRCA throughout the period that the Study is perforned and until the study is conpleted. THE MUNICIPALITTES COI'iPRISING THE LCRCA AGREE: 1 To subttrit to thq County a sutl no greater than fifty percent (50*) of the prelininary estirnated cost of the Study attributable to the membership of the LCRCA at the time that the study comnences. The renaining monies that are o$red to the county shall be paid by the individual ruernbers of the LCRCA after both the LCRCA and the county have agreed that the study has been conpleted, and shal1 be paid within sixty (60) days of receipt of an invoice fron the county requesting the pa)rment of the balance due. The total anount of rnoney paid by the nunicipalities conprising the LcRcA to the county shal1 not exceed the arnount attributable to the LcRcA as sholrn in AgreementIten #1 (Division of Cost).
