A RESOLUTION AUTHORIZING THE PARTICIPATION OF THE VILLAGE OF BUFFALO GROVEIN THE LAKE.COOK ROAD CORRIDOR AGENCY
WHEREAS, The Village of Buffalo Grove is a municipal corporation
chartered within the state of Illinois and the counties of cook and Lake;
and,
ttHEREAs, Article VII, section 10, of the constitution of the
State of Illinois, and Chapter 127, paragraphs 741 through 749, of the
I I I jnois Revised Statutes, authori ze and encouraqe i n tergovernmen ta 1
associ ation and co-operation; and,
WHEREAS, the membership of the Lake-Cook Road Local Comidor
Agency is representative of a population of over 146,000 IlIinois
res i dents ; and,
WHEREAS, the issues and problems related to traffic conqestion in
this jurisdiction impact the qual ity of life and the safety of the motoring
public; and
I,{HEREAS, The Village of Buffalo Grove recognizes that a
co-operative effort of multiple jurisdictions can address the
transportation problems that exist along the Lake-cook Road corridor in a
comprehens i ve and cost-effective manner;
NOW, THEREFORE, BE IT RES0LVED by the pres,ident and Board of
Trustees of the village of Buffalo Grove, cook and Lake counties, Il'l inois
that the Village of Buffalo Grove shall participate in the Lake-cook Road
Local Corridor Agency, through the adoption of the agreement attached
herein;
BE IT FURTHER RES0LVED -!"tjAT the Presjdent of the Vjllage of
Buffalo Grove or a designee of the President js hereby appointed as the
representative of the municipality to the Lake-Cook Road Local Corrjdor
Agency.
BE IT FURTHER RESoLVED THAT a copy of this Resolution be
forwarded to the office of the Northwest Municipa'l Conference.

Ttle Lake-cook Road Local corridor Agency will serve as a mechanlsm that naybe used to improve the quality of lrfe and the safety of the motorlng publi.c byfacilltating the free flow of trafflc through the corporate boundarles of theVlllages of Wheeling, BuffaLo Grove, Arlington Heights and palatine.
rhese municlpal corporatLons hereby enter Lnto this cooperatlve agreementby means of the authorlty graoted by the rntergovernnental cooperatlon Act, a,,dhave expressed the deslre to cooperate in conjunctlon wrth the cook and Lakecounty Highlray DepartmenEs in corridor-wide planning efforts and improvementsalong what will hereinafter be referred to as the Lake-cook Road Loeal corrldorAgency (LCRCA).
Purpose of the Agency
These munlcipal corporations may agree to
inplement a plan of transportation development,
lntergovernnental corridor.
Botmdaries of the Corrldor
The boundarles of the LcRcA will extend fron rlllnols Route 12 (Rand Road),where lt comes into contact wlth Lake-cook Road, to the Tri-state Tol,rway (r-2gi),where it passes under Lake cook Road, and w111 include all property between thesetrro points Ehat lles one-quarEer mile to the north and to the south of the center-llne of Lake-Cook Road that is presentl-y under the jurlsdictlon of the nunlclpalitleslncluded In thls agreement. Any property rhat is annexed by these m:nlclpalitiesafter the cormlencement date of this agreenent, that fa1ls withln the aforesaidbormdarles, w111 be lncluded ln the corridor area.

analysis of a speclflc property development or developments wlthin rhe LcRcA, andcapital iflprovement projects wlthin the corrldor.
Sharing of Costs by the Partici panEs in the Agreement
fhe ratlonale behind Ehe cooperatlve approach suggests that the municipal
corporatlons wl1l share the costs related to planning studies, aod concepE
engineering, r,rithio the LCRCA, based on Lane miles (of Lake-Cook Road) that are
are within thelr respecEive corporate llEits and combLned !r1th any other methods
as agreed upon by all partLes to the agreement, If, at a certain point on Lake-
Cook Road, a dlfferent jurlsdiction abuts the road from the north and souEh slde,
each jurisdiction will only be responsible for the lane miles that exlst to the
north or the south of the ceoter line, depending on where the Jurisdiction abuts
the road. Based on this dererndnaEion of ParticiPation, the ProPortion of cost,
or actual cost, to each municipality Partlcipatlng tn the agreemenE will be as

Furthernore' thls corrldor-wlde plannlng necessltates consisten! appllcatlonof data coltectlon and trafflc asslgnment practlces throughout the corridor byboth consurtants and personnel enployed by the nunicipal corporations that haveentered lnto thls agreement.
Support of Trafflc Management Pollcles
The LCRCA recognlzes the need for trafflc [anageoent policles that Lrl1leffectlvery manage the nrjober of vehicles that traverse the corrldor. These
'ounlclpalltles will lnvestigate, and support where possible, actrvttles thatwork toward thls end. (1.e. rldesharlng, ltOV lanes, and flextlne). Furthermore,the LCRCA w111 work rrlth publtc and prlvate transi.t operators and developers lnan effort to enhance lhe translt potentlal of the corrldor.
Establishment of a Lead Agency
Any consuLtant who performs reork for the nunlcipal corporations llsted hereln,
wlthln the conflnes of the colrldor, as described herein, w111 be chosen by the lead
agency, with the consent of the other Eunlclpal corporations and jurlsdictions that
are lnvolved dlrectly in the project. The lead agency w111 also take into consideratlon
any coments of other oembers of the LCRA, even lf these members are not dlrectly
lnvolved in the project ln questlon"
A lead agency w111 be establlshed for any project agreement that ls enteredlnto by Eore than one of the nunlclpal corporatlons 1n this agreeEent. The leadagency, upon the advlce and consent of the other municipal corporations in thespecLflc project agreement, may ente! into JolnE agreeEenE with the counties of
cook and Lake, and the state of rl1inois, and nay receive monles from the countlesof Cook, Lake, the State of Illlnols, the NorEhwest Munlcipal Council Federal Ald
Urban Systeos Prograe and other agencles as speclfled or needed. These nonles,
unless otherrslse specifled by the aforesaid agencies, may be dlstributed throughout
the corrldor' as speclfled by the munlclpal corporatlons partlclpatlng ln thls
agreeEent.

rn the event of the dissolutlon of the agency, any r,oD.les, unless previouslycontractually obllgated, sha1l be allocated back to the nunielpal coproiatLons lnthe sane proportlons that they were ralsed.
The governing board of the LcRcA will conslst of the presldent (lGyor of eachof the aforesald commrmitles, or a designee of their choice, thus brlnging thetotal board rnembershlp ro four (4) offlcials, The presldenr (lt;t;ri-; g. ;";h muntclpalcorporaEiol, or his/her deslgnea, may choose any number of persons co provldetechnlcal assistance.
Establishrnent of a Prlvate Sector Advls ory Board
The menbers of the LCRCA may estabJ-ish an advisory board. comprlsed of menbersof the private sector. Each advisory board menber must either live wlthin one ofthe comunLties that are speclfled ln the agreement, or represent a buslness concernthat 1s based within the boundaries of the corridor. rhe advisory board w111 becomprised of twelve (12) mernbers, each governlng board member contrlbuttng (3) menbers.
Amendment Procedure
The agreement may be amended upon unanimous consent of the governing board.
Guarantee of ltunicipal and Coun ty Authorlty
Nelther nuniclpal nor county authority will be preenpted by this agreement.
Wlthdrawal Form and Dlssolutlon of the Corridor Agency
A conmunity may withdraw fron the agency upon notiflcatlon of thirty (30) days
written notice. The comrunlEy in questlon,shall be responsible for lts pro-rata
share of all outstandlng costs and comitments prior to that date of notiflcatlon.
Upon the withdrawal of any rnenber, this agreement shall be considered nu1l and void.
Thls, however, shall noc prohlbit the renalnlng nuniclpalitles from executlng a
revised agreement.
Ef fective Date/Cormencement Date
This agreement shall be effectlve from and after lts approval by the Parties
hereto. Thls agreemenE may be executed ln counterParts.
