NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE 0F BUFFALO GR0VE, C00K AND LAKE COUNTIES, ILLINOIS that:
SECTIoN L The amendments to the current resldentlal scavenger
servLce agreement, dated July 21, 1985, between the Vl1lage of Buffalo
Grove and Buffalo Grove/Wheel1ng Dlsposal Company be adopted to
lmplement a resldentlal recycllng servlce program.
SECTI0N 2. The Vlllage President and Vlllage Clerk are hereby authorlzed
to execute the Contract amendme[ts on behalf of the Vlllage.
SECTION 3. Thls Resolutlon sha11 be ln full force and effect from and
after its passage in the manner provlded by law as of Auqust 15 ,1988.
Approval by Buffalo Grove/Wheellng Dlsposal Company and l,laste l,lanagement
of I11lnols, Inc. wlll be requlred to lmplement the changes to the
Contract ln order to lnpLement the recycllng servlce program.

1.0 Dutles. The C0NTRACTOR agrees to furnlsh all 1abor, materlals,
and E-qulpnent for the renoval of waste, garbage and recyclable
materials fron all slngle-fanlly, attached slngle-fanlly duplex and
townhouse dvelllng unlts in the Vlllage.
SECTION 2. Artlcle I, Sectlon 1.1, Materlals Collected Ls amended b v
addlng the followlng paragraph c:
Recyclable naterials such as alunlnun and tln can6, bottles
and glass, and newspapers, are wlthin the servlce peranetera
of any Vlllage sponsored recycllng progran.

A. The Regular Seml-Weekl y Servlce. The CONTRACTOR r.r111 furnish
a regular scheduled senl-weekly collectlon servlce for each
slngle-famlly, attached slngle-farnlly, duplex, and townhouse
dwelllng unlt ln the VILLAGE in accordance wlth a schedule to
be submltted and approved by the V11lage Manager, uslng equlp-
ment as ls prescrlbed ln thls Sectlon (Sectlon 1.2, ParagraphD,). All naterlals to be collected ln the regular seni-weekly
servlce shall be placed in acceptable containers except for
such ltens as are too bulky to flt ln sald contalners. An
acceptable contalner for purposes thls Contract shall be as
prescrlbed ln Chapter 8.20, and any amendments thereof, to theVlllage of Buffalo Grove Munlclpal Code.

Items such as bundles of brush and brush cllpplngs, branches
and branch cllpplngs, toys, broken down empty cartons, crates,
nelrspapers and magazlnes, snaller ltens of furnlture, and
other lteEs sultable for collectton by packer type equlpEent
shall be bound as required and stacked neatly alongslde the
contalners.
For lterns such as al-umlnum and tin cans, bottles and glass
and ner.rspapers collected as part of the recycllng service
program, those EateriaLs sha1l be deposited ln approved
contalners or bound, bagged and stacked alongslde the
recycllng contalner (newspapers only). Materlals collected as
part of the recycllng program Eust be collected on the
scheduled recycllng plckup day of the week.
There shall be no nore than ten (10) bags or contalners
per regular senl-weekly plckup which the resldent can
use to dlspose of the ttems to be colJ-ected, and the
CONTRACTOB sha1l eollect fron all ten (10) bags or
contalners whlch are placed for collectlon. Bags or
contalners shall not exceed seventy (70) pounds ln
welght each. There sha1l also be no ruore than one (l)
recycllng contalner per resldence to dlspose of the
deftned recycllng materlals.
Pickup shall be at the front curb of the resldence or
resldential unlt to be served. The startlng tlme for
collectlon services herein shall not cormence before
7:00 A.u. and shal1 be completed by 4:00 P.M.
D. EqujFmgJrt to be Used by Contractor The C0NTRACTOR a grees to
collect all materlals collected durlng all regular servlce in
ful1y enclosed, leak-proof modern packer type trucks. For the
collectlon of recyclable naterlals, the CONTRACToR sha1l use
trucks speclflcally deslgned for thls type of servlce.
Equlpment used for speclal plckup servlce may be open body
trucks, dunp trucks, and slmllar type equlpment. When open
body trucks are used, the CONTRACTOR w111 use care to see that
no litter or scattering of refuse naterlals occurs.
SECTIoN 4. Artlcle II, Sectlon 2.0, C ensat ion .
2.0 Compensatlon The CONTRACTOR shal1 charge for any and all
servlees and labor hereln above stated for the regul-ar seni-weeklycollectlon and dlsposal of household refuse and \raste, the sum of
$I0.50 per nonth per slngle-family and duplex resldentlal dwelllngunlt and the sum of $10.05 per nonth per attached slngle-famlly and
townhouae dwelling unlt. The rate sha1l be effectlve on May I,
1988, and w111 be effecrlve through April 30, 1989. CONTRACTOR
sha1l adJust his rates effectlve at the beglnnlng of each Contactyear, that year beglnnlng each May lst durlng the terxn of thls
Contract.

In addltlon to the above base rate for regular senl-weekly
collectlon and disposal of household refuse and rraste, the
CONTRACT0R shall charge an addltlonal $1.00 per month to all
classes of resldential dwelllngs served under thl8 Contract for the
costs of the Vll1age-wlde recycling servlce program. Thls
addltlonal charge shall not be lncluded ln the base rate for refuse
servlce when deternlnlng annual adjustDenta to conpensatlon under
the provlsions of Sectlon 2.1 of thls Contract. All revenue
collected from the sale of recyclables sha11 be renltted to the
Vll1age at least uonthlyr along wlth a detatled accountlng of all
revenues collected less expenses lncurred for the processing ofrecyclables. The Vlllage reserves the rlght to tdentlfy and choose
reasonable alternate competltlve markets for the processlng of
recyclable materials. A11 net fevenues colLected shall be
deposlted ln the Vlllagers Corporate Fund for use as dlrected by
the Vl1lage I s Corporate Authortty.
SECTIoN 5. Artlcle II, Sectlon 2.5, Collectlon Alternatlves.
