The report \.riLL include: dyed water flood-ing field reports, an inventory of defective systern compo-nents, an estimate of the quantity of inflow discharged tothe sanitary sewer, a listing of sanitary systen defects withassociated repair costs, and rehabilitation progran reconmen-datj-ons. At your request,final report at Village Board meeting FLOODING REC Donohue will review the results of the dyed water flooding fieldefforts and conduct a prelininary cost-ef fectj,ve analysis todetermine a scope for internal television inspection of the sani-tary sewer. Based on this analysis, Donohue will- recomrnendspecific sanj-tary sewer l-ine sections to be inspected and meetwith the Village to review the recomrnendations prj.or to beginningthe actual internal inspection field efforts. T NTERNAL TELEVISION IN PECTION Donohue will internally inspect portions of the sanitary sewersystem with adjacent stonn sewers reflooded by Viltage peisonnelto identify the specific location of the infiltration/ inflowsources. A video tape will be made of each section of sewerinspected. The tapes rernain on file during the duration of theproject and are later provided to the Vil1age for perrnanentrecord. A computer report would be generated which lists defectsand abnorrnal conditions observed in the sev/er. At this tirne, we anticipate that 20 percent of the systen dyetested will- benefit frorn televising. The actual televising pro- gram will be determined based on data evaluated frorn th! dyedwater flooding task. The anticipated proqram would involveapproximately 10,OOO lineal feet of sanitary sewer. We propose toperform televising only in appropriate locations where the cost can be justified by the results of the dyed rrrater flooding tasks. COST-EFFECTIVE ANALYSIS/FINAL REPORT Donohue will utilize the data obtained during the j-nternal tele-vision inspection phase of the program to conduct a detailedcost-effective analysis of all sewer lines inspected and deveLopa proposed rehabilitation prograrn for correction of the source ofinfiLtration/ inftow. Rehabilitation will be reconmended for each sewer system defect whose repair cost is less than the cost oftransporting and treating the infiltrationr/ inftow that enters thesanitary sewer system fron defects. Analysis and recommendationfor rehabilitation of defect repairs will foIlow the specific ICAP program requirements as presented in MSDGC Guidance Memoran- dum of Dlarch 24, 1986. June 13, 1986, October 10, 1986, December3, 1986 and December 5, 1986. A finaL report will be prepared and ten copies provided to theVillage of Buffalo crove summariz ing our findings, conclusj,ons and recomrnendations from the perforrned tasks. RESPONS I BILITIES OF OTHERS 1 The Director of Public Works wil-I act as the Villagers repre-sentative to accept conpleted work during the course of sLrv-ices and to provide appropriate tiaison. The Village has provided all avail-abIe rnaps and constructionplans of the storm and sanitary sewers to be inspected. 2 3 The Village will provide physical access to nanholes duringthe course of the dyed water flooding. physical access willreguire that the manholes be exposed and will include anysurface restoration necessary as a result of exposing man- ho1es. 4 Donohue will be permitted tothe vicinity of ses/ers to behydrant meter f or \^/ater used use fire hydrants and water inflooded. Donohue wilI provide ain dyed ftooding. Mr. Greg Boysen February 3, 1988 Page 4 The scope of services and estirnatedstanding that the following will Donohue : Donohue - The Village will clean sevrers as necessary for internal inspection . The Village will install stringlines provided by Donohue insanitary sewers to be internally inspected. The Village will provide labor, equipment, and materials necessary to remove any eguipnent which becones lodged in selrers while performing work under this contract. Donohue will provide traffic cones to direct vehicular traf-fic around manholes and equiprnent while dyed water floodingor internal inspection operations are being perforned. Atthe present time no l-ane closures are expected to be neces-sary in county or state roadways. Should such closures benecessary, Donohue will arrange for traffic controL servicesin accordance with IDOT requ j,rernents. Additional trafficcontrols beyond these measures shalI be the responsibility of others . Others shall bear the cost of clean-up and/or restoration ofany damage to personal property from basement flooding as aresult of dyed water flooding or internal inspectionoperations. COMPENSATION Compensation for these services shall be on a unit cost basis. Donohue will bill the Village monthty for the actua] serwicesprovided and wi]I be based on the amount of dyed water floodingperformed. Palatrent wiLl- be due within thirty (30) days of thebilling date.
