WEEREAS, the ViTlage of Buftalo cxove is a neriber of the Lake Countg
Joint Action Solid Waste Planninq AgencA (hereinafter teferred to as AgencA);
and ,
WIIEREAS, the funilinq of the AgencA's work has been a conbined effott
of initial cash contribuxions ftom nenber governments t carrg-over funds lett
from the work of the Lake Countg Solid waste Advisotg Conanittee (SWAC) t an
ailditionaT $100,000.00 conttibution from the Countg of Laket and. a qtant ot
$350,000.00 trom the lTTinois Environmental Protection Agenca (IEPA), and,
WEEREAS, the IEPA has notitied the Agenca tlra t its planning grant wiTI
be terminated Januarg 31 , 1988 due to constitutional problens with the language
of the State landfiTl surcharge, (the source of funding for said planning
gltant) , ard,
WEEREAS, the ceneral AssenDlg has failed to take action to "constitu-
tionalize" approptiate statutorg Tanguage in order to continue the funding
of the IEPA planning qrants i and,
WHEREAS, the Board of Dixectors of the Agencg voted unaninously on
;Ianuarg 14, 1988 tl7at it was their stated intent to continue the current
planninq proqtan unintetrupted with local funding; and,
qEEREAS, the Bg-Laws of the Aqency prescribe the nethodoloqg for the
allocation of future sia-red costs arang the nteatbets; and,
WEEREAS, the VilTage of Buffalo Gtove intends to gmrticitrate in the
fundinq of the Agencg through Novenbet 30, 1988 or until suc& tjne as the IEPA
,ejnstates state tund.ing, whichever occuts fixst.
NOW, ?ITEREFORE, BE IT RESOLWD BY TI|E VILLAGE PRESIDENT AND BOARD OF
TRUSIEES Of THE VILLAGE OF BUFFALO GROVE direct that S1 3,272 be incTuded in the
vilTage' s FY1988-89 budget i and,
