1988-01-18 - Resolution 1988-04 - CONCERNING THE MARCH 15, 1988 OPEN LANDS ADVISORY REFERENDUM FOR VERNON TOWNSHIPRESOLU?ION NO. 88-4 CONCERNING THE MARCH 15, 1988 OPEN LANDS ADYISORY REFERENDUM FOR YERNON TOWNSHIP WHEREAS, the Town of Vernon has been requested to place an odvisory referendum on the ballot for the March 15, 7988 election to seek the opinions of Townshtp residents concerning a proposed. grant of authority under the ?or.unship Open Lands Act; and I{HEREAS, a fatorable \)ote in the adtisory referendum could lead the Torrn of Yernon to request actual authority to acquire and pay for open lands ot its discretion throughout the TovnEhip; and WHEREAS, any action under the Open Lands Act will haye a direct and substontial impact on the tax liobtlities of all Township residents, including large numbers of Buffalo Groye taxpayers; and WHEREAS, land which could be involved in Townshtp lond ccqutsttion could assist Buffalo Grole in the implementation of ifs own Comprehensite Plan; and. IIIHEREAS, the purpose of an advisory referendum is to identify the will and preference of the people concerntng questions of suggested publtc policy . NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS THAT: All T ownship residents are encouroged to become fully informed and exercise thetr constttutional nghts and. vote on the advisory question concerning the Open Lands Act. Should the advisory referendum poss, it is urged' that the Town of V ernon mcke plons to implement the Open Lands Act to support and enhance the Comprehensive Plans for oll Villages in V ernon fou,nship, Prior to the ocquisition of any property, the Town of Vernon is requested to receive and consid.er the expert opintons of 1 2 3 land planners, ciyil engineers and land. appraisers in order to Warantee that the proposed land is suitoble for its intend,ed pu/poses, i.e,, the public benefit. The Villoge of Buffalo Grote goes on record. to endorse the Township acquisition of the lands in the Buffalo Grove Comprehensiye Plan known os Busch Commons. A description and map of Busch Commons is attached to this resolution, The Town Board permit the Village of Buffalo Grove an actite role in the planning, management and. control of any land,s acquired in our planning area. The Town Board. closely eyaluate the financial burd.ens and. land use issues tnvolving open londs acquisition, and balance those burdens with direct public benefits derived from any ocquisition.
