DEFINITIONS AGREEMENT Se rv i ces and 1eB4 ) Di sas ter Agency PURPOS E The-purpose of this Agreement is to provide for a program of MutualAssistance betleen al1 of the Participating Agenciis whereby the AjdingAgencies can be requested to respond to a Stricken Agency with suchassistance as determined by the magnitude of the disistei. For the puipose of this Aoreement, the.folIowing terms -are defined: A. "Agency"; An Emergency Services and Disaster Agency of apolitical subdivision such as a county, city, village orincorporated town. B. "Aiding Agency": An Agency furnishing assistance, manpower, equipment or resources to a Stricken Agency. C. "Disaster": An occurrence or threat of w.iCespread or severe damage_, injury or.loss of Iife or property resulting from anynatural or man-made cause, including but not Iimited to fire, f1 ood, earthquake, wind, storm, oil spi11 or other water contamination requiring emergency action to avert danqer or- damage, epidemic, air iontamination, blight, extended-periodsof severe and inclement weather, drought, infestation,'critical shortages of essent.ial fuels and energy, expiosion,riot, or hostile mil itary or paramil itary actioir. ,'b.isastei,, includes but is not limited to all occuriences and threatsthereof which.are contemplated by the concept of ,,emergency services and disaster operations,,. For purposes of thisAgreement, it is understood that to be ciasiified as adisaster, the occurrence must be too large to be handled bythe resources of the Stricken Agency. D. The Stricken Agency shali take the fo.l lorving actions: Immediately-determine what resources are required to meetthe needs of coping with the disaster. llhenever a disaster is of such magn.itude and/orconsequence that assistance is neiessary, the official incharge of the emergency services operat'ion oi ul.Stricken Agency or his designated igent shall have theautnorrty to request same from an Aidin-o Agency. The Stricken Agency sha11 irnmediately establish anrdenttttable conmand post and, if necessary, activate anemergency operati on cen ter. The Aiding Agency shall take the.follow.ing actions: 1.
