review and retention for audit. purposes until the close of Ehe
calendar year during which docuoentation is coEpleted, at which tire
said records will be returned to Buffalo Grove for completion of the
period of reEention stipulated in Item 2(2) on Page 2.
(4) That upon acceptance by the STATE of the traffic signal work, the
financial responsibi.lily for Eaintenance and electrical energy for
the operation of the modernized interconnecEed signals shalI continue
to be as outlined in the Master AgreemenE executed by the STATE anc
VILLAGE OF BUFFALo GRoVE on Pebruary 9, 1982.

4. THE COUNTY OF COOK AGREES:
(1) To provide for all utility adjustnents, and to regulate the use of
the Right-Of-,lay on Arlington Heights Road within the limits of the
improvement by utilities, public and private, in accordance vith the
current Utility Accomnodation Policy for Federal-Aid eork and MoEor
Fuel Tax Construc t ion projects.
(2) To roaintain, or cause to be Eaintained, the coEpleted improvement
satisfactory to the STATE and the FlLl A as follows:
(a) Cook County ni11 retain Ehe jurisdicEion and uainte-
nance of Arlington lieights Road wirhin the liloits of
the improvement.
5. THE VILLAGE OF ARLINGTON HEIGHTS ACREES:
(1)ThaE upon acceptance by the STATE of the traffic signal vork, thefinancial responsibility for rnaintenance and electrical energy, ard forthe operation of the modernized interconrrecteci signals shall contin.!eto be as outlined in Ehe Master Agreement executed by the STATE and

CFR Part 23, to ensure that Einority business enterprises have the
maxiuum opporEunity to compete for and perforn portions of contracEs
and subcontracts financed in rhole or in part sith Federal funds pro-
vided under this agreeEen!. The STATE/LA's shall aot discriminate onthe basis of race, color, national origin, or sex in che selection
and retention of contractors or subcon!ractors, including procureEent
of naterials and leases of equipment.
The LArs shall include the provisions of this "policy" in every con-
tracE applicable to Ehis project, including procurenent of roaCerials
and leases of equipment.
Failure to carry out the requireoents set forth above shall constitute
a breach of this agreement and may result in Eeroination of the agree-
men! or such remedy as deeued appropriate.
(3) The STATE retains the right ro control Ehe sequence and Eiming of Ehe
modernized interconnected traffic signals.
