1987-03-02 - Resolution 1987-06 - SUPPORTING THE NORTHWEST MUNICIPAL CONFERENCE SOLID WASTE MANAGEMENT PLANRESOLI]TION NO. 87- 6 RESOLUTION SUPPORTING THE NORTEWEST MI]NICIPAL CONFERENCE SOLID WASTE I4ANAGEMENT PLAN WHEREAS, the Northwest l,lunicipal Confexence is a corporate organization representaxive of municipalities and torr,nsrips charxered within the state of Illinois and the Countg of Cook; and, WHEREAS, Artic)-e VII, Section 10, of the Constitution of the State ot I7linois, Chapter 127, paragraphs 741 through 748, of the lllinois Revised. statutes, authotize and. encouraqe intergovernnental association and coopera- tion; and, WHEREAS, the public officials of the Northwest unicipal Conference tepresent 38 Tocal qovernment bodies and a population jn excess of 975,0O0 IlTinois residents; and, flHEREAS, finding environmentaTlg safe and cost effective nethods of atis- posinq of miTlions of tons of municipal solid waste a gear is one of the Irtost IErplexing and critical- problens facing local officials in Cook Countq and, increasinqlq, a77 of northeastern lllinois; and, WHEREAS, this problen is particularrg accute in north and northwest cook countg where two najor disEnsal facilities serving conference nenbers have closed since 1983 and the last is scheduTed to siut its gates within the next 18 rnonths; and, WEEREAS, these c-losu.res have led to dtanatic increases in conference area landfill disposal fees of over 65% since 1983; and, WHEREAS, new disposal facjlities musx be developed as inaction wil7 alnpst assuredlg nean continued steep cost increases and service disruptions; and , rEEREAS, ot equal or qreater concern to the Northwest trunicitrnl Confer_ ence and viTlage of Buffal1 crove are the neqative envitonmental consequences thax imptoperlg designed and operated or pootlg controrred disposar facirities createi and, WHEREAS, the vilraqe of Butfaro crove recognizes tbat a cooperative effort of nultipre jurisdictions can address the critical sorid waste disl2osar probrem in the nost comprehensive, environnentallg safe and cost effective ra1nner; and, ryHEREAS, the conference has deverolEd a comprehensive sorid waste manaqe- nent plan xhat meets these twin goaTs of environmental safetg and cost eftect- jyeness and the Viltage of BuffaLo crove has activelg participated in the development and implementation ot that plan sjnce at least 1992; and, -2- WHEREAS. in addition to meeting the near tem disposal neeils of north and northwest cook countg with the deveropnent of a new and safer municipaT soTid waste sanitarg balefill with greater corununitg controJ-, the short tern baletiTl wi77 aTso help to prepare for the tuture bg using facilitg .revenues to promote recacTing and pTan and save for resource recovetg technoT- oqies .
