1986-03-17 - Resolution 1986-22 - ACCEPTING AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT BTWN VBG AND THE EPARESOLUTION NO. 86- 22 WHEREAS, the State of Illinois enacted an Environmental Protection Act which provides in part for the control of water pollution in IIlinois; and, I{HEREAS, the Pol lution Control Board pursuant to said Act has adopted regulations establishing water quality standards and effluent limitations which must be attained by the Vi1)age of Buffaio Grove in the operation of its sewage facilities and associated works; and, WHEREAS, grant funds have been provided by the Anti-Pollution Bond Act of 1970 to assist 1oca1 governments in the construction of facilities which will ensure compliance with the standards and limitations established by the Environmental Protection Act and regulations adopted pursuant thereto; and, WHEREAS, the Village of Buffalo Grove has made application for a grant from the Anti-Pollution Bond Fund for the desiqn and construction of a sewage treatment improvement and/or modification pro.ject which will satisfy the requirements of the Environmental Protection Act and the regulations adopted pursuant thereto; and, WHEREAS, the Environmental Protection Agenc_v of the State of Illinois has made an offer of grant for said project designated as C172230, a copy of which is attached as Exhibit A hereto; and, WHEREAS, the corporate authorities, after due investigation and consideration, have determined that acceptance of said grant offer and entering into a grant agreement with the State of Illinois will serve the public good and is necessary to ensure compliance with the Environmental Protection Act and regulations adopted thereunder; NOt{, THEREFORE, BE IT RES0LVED by the President and the Board of Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois as fol I ows : \ A RESOLUTION ACCEPTING AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT BETWEEN THE VILLAGE OF BUFFALO GROVE AND THE ENVIRONI,IENTAL PROTECTION AGENCY l. That the President and Board of Trustees hereb.y find as facts all of the recitals in the Preamble of this Resolution, as wel l as the description of the project contained in the grant offer (Exhibit A hereto). 2. That the President and Board of Trustees herebv accept said offer and agree to all terms and conditions thereof, including all special conditions, general conditions and assurances contained therein and made a part hereof by reference and aiso agree that the grant funds awarded wilI be used solely for the purposes of the project as approved by the Environmental Protection Agencv of the State of Illinois in accordance with the tenns and conditions of said grant offer. 3. That the President is authorized and directed to execute the said grant offer on or before l,larch 30, 1986, a cop-y of which is attached hereto as Exhibit A. 4. That the clerk be and is herebv directed to file a certified cop.y of this Resolution with the said executed qrant offer and transmit sufficient copies of the same to the Environmental Protection Aoency of the State of Illinois at Springfield, Illinois on or before tlarch 30, I986. 5.
