WHEREAS, the STATE, in order to facilitate the free flow oftraffic and insure safety to the motoring public, is desirous of
improving IL 68 (Dundee Road) by installing new conEroller equipnent
and "Opticom" at IL 68 & Arlington Heights Road; improving
intersections of IL 68 & Crofcon/Weidner and IL 68 & Golfview
Terrace by installing Eraffic control signals (to be known as STATE
Section 30412-TS(85) ano as VILLAGE Section 85-00037-00TL)insEalling "OpEicom", in ter connec t ing, the signals on IL 68 from
Kennicott Avenue on the l.lest to Buffalo Grove Road on the East and
by performing all other work necessary to conplete the improvementin accordance !,rith Ehe plans and specifications; and,
WHEREAS, the VILLAGE is desirous of said improvement in thaE
s asre will be of imnediate benefit to the VILLAGE residents, and
permanent in nature; and,
WHEREAS, the intersections of IL 68 & Arlington Heights Road;IL 58 & Crof con/l,,leidner; IL 68 & GoIf view Terrace Iles within tbe
corporaEe limits of the vILLAGE.
NOld THEREFORE, in consideraEion of the mutual covenants
contained herein, the parties hereto a8ree as follows:
1. The STATE ag,r€es to prePare plans and sPecifications, receivebids, award che contract, furnish engineering inspection
dur ing construction, and cause the improvement to be built in
accordance niEh the plans, specifications, and contract.
The STATE also agrees to Pay aI1 non-federal construction and
engineering cosEs subject to reinbursemenE by the VILLAGE as
hereinafter stipulated.
2. The VILLAGE aBrees Eo approve the plans and specifications by
letter or res6lution pribr to the STATE advertising for the
work to be performed hereunder.
3. IE is muEually agreed that the proporEional parricipation for
the construction costs and engineering cosEs ot this

executed by the STATE and VILLAGE on February 9, 1982, and
Amendments.
The STATE retains Ehe righE to conErol the sequence of
timing of Ehe traffic signals.
It is nuEually agreed that the financial responsibilityfor the maintenance of the "OpEicom" equipment at the
intersecEion of IL 68 & Arlington Heights Road will be
shared by the VILLAGE (75%) and the Village 0F ArlingtonHeights (257.) and at the inEersections of IL 68 &
Cr of ton/We idner ; IL 68 & Golfview Terrace, i.t shall be
borne entirely by the VILLAGE.
The STATE will be responsible for maintenance of lane line
and nedian line markings on STATE maintained routes. The
VILLAGE will be responsible for maintenance of crosswalk
and stop line markings on all affected rouEes.
The VILLAGE has adopted and will put into effect, prior toadvertising for che work Eo be performed hereunder, an
ordinance requiring that parking be prohibited adjacenL tothis improvement on Ehe approaches lying within the
corporate limits of the VILLAGE, a copy of which is
attached hereto as ExhibiE "C" or immediately adjacent tothis improvement as nay be deEermined Eo be necessary by
the STATE from traffic capacity sEudies.
The VILLAGE agrees to exercise its franchise righE Eo
cause pxivaEe utilities to be relocated at no expense to
Ehe STATE, limited to the exEenE thaE the VILLAGE
franchise agreements can 1egal1y require privaEe uEiliEy
relocat ions .
The STATE agrees to make arrangements wiEh Ehe local power
company co iurnish electrical enerBy for Ehe _oPeration of
Ehe- Eraffic signals and to bill rhe VILLAGE (757.) and
Village of Arlington HeighEs (257") at the inEersecEion of
IL 68"& Arlington Heights Road; bill the VILLAGE (1007.) at
the interseccYons of fL 6S & CrofEon/Weidner and IL 68 &
Golfview Terrace of the cost of Ehe energy charges. The
VILLAGE agrees Eo Pay this cost as billed by che loca1
Porder company.
The STATE agrees Eo comply wich all applicable Executive
Orders and Federal Highway AcEs Putsuant to che Equal
