A RESOLUTION APPROVING A PHASE II ENGINEERING AGREEMENT FOR THE ARLINGTON
HEIGHTS ROAD AND DUNDEE ROAD INTERSECTION IHPROVEMENT
}IHEREAS, the Village President and Board of Trustees desire to
proceed with the Arlington Heights Road and Dundee Road Intersection
Improvement; and,
I,IHEREAS, an agreement with an engineering consultant is necessary
to provide the necessar.y Phase II engineering for the project;

professional Phase 2 engineering services including the
preparation of contract p1ans, special provi.sj-ons and cost
estimates in connection !{ith the proposed improvement of
the Arlington Heights Road and Dundee Road (I1. 68) intersection,
hereinafter referred to as the "PROJECT"
Thi-s AGREEIT1ENT contains all the terms and conditi-ons of the
agreement between the VILLAGE and the CONSULTANT and any changes
in this AGREEMENT shall have no effect unless they are made in
writing, signed by both parties and incorporated as an amendment
to this AGREEI\,IENT. No other written or oral understand j_ngs ,
representations or agreements, other than those herein, have been
made by and between the partj.es hereto.

Services", d.ated L977, of the Department of Transportation
of the State of I11inois, hereinafter referred to as the
n STANDARD PROVISIONS", are incorporated and made part of
this AGREEI,IENT except as deler-ed or amended hereafter.

above items for their records.

2.12 (SP 6.48) The work in Sectj-on 6.48 will include
providing plats, lega1 descriptj.ons, title letters and
right-of-way plans for seven (7) parcels.
Estimate of Time: Original typed on forrns fur-
nished by the DEPARTMENT
Estimate of Cost: Original with prices and 1 copy
wlthout prices typed on forms (8L" x 11") fur-
nished by the DEPARTMINT.
3. The VMAGE agrees to furnish the followinq items:
AII presently available survey data and information, includ-
ing standard details and standard specifications adopted by
the VILLAGE, and other available data useful to the work
being done by the CONSULTANT.
4. Project Schedule
The CONSULTANT sha1l commence work on Phase 2 within five
(5) calendar days after date of authority to proceed. The
work will be completed and delivered to the VILLAGE and the
DEPARTMENT i{ithin 1.50 calendar days after notice to proceed.
The PROJECT is to be ready for an October 10, 1986 contract
letting scheduled by the DEPARTI,IENT, on the basis that
right-of-way acquisition is completed and federal funding.is
available.
5. P1i4e Compensation
5 1 Phase 2 - Design and Preparation of Contract Plans:
Subject to an Upper Limit of Compensation of
$73,953,00, the CONSULTANT sha11 receive as fU11
Payment for completing the Phase II work required of
him under this AGREEMENT reimbursement of his eligible
actual costs in accord.ance with Section 2.45 of the
STANDARD PROVISIONS, plus a Fixed Amount of 97,760.00.
The Upper Limit of Compensation is a result of the Cost
Estimate of Consultant's Services, attached as Exhibit
D. The retainage provisions contained in Section 2.42
of the STANDARD PROVISIONS sha1l not apply to Direct
Non-Salary Costs. The attached Exhibits A, B, and C
are to be used as set forth in Section 2.42 of Ehe
STANDARD PROVISIONS. Invoices shalI be prepared in
accordance with Section 2.4L.

5 2 The Prime Compensatj-on may be increased or decreased by
subsequent agreement between the contractual and
approving paltj-es if there j.s a major change in the
scope, character or complexity of the work. Prime
Compensation and Specific Rates for Extra Work may be
adjusted in accordance with Section 2.21 of the STAN-
DARD PROVISIONS, if the duration of the work in any
phase extend.s more than six months beyond the date of
comple+-ion stated in Section 4 of this AGREEMENT, due
to no fault of the CONSULTANT.

5.3 In all instances where the VILLAGE shal1 request
spec:.fic services of the CONSULTANT, the CONSULTANT
prior to commitment sha11 indicate to the VIILAGE
whether the work shal1 be considered "extra work".
When requested by the VILLAGE, the CONSULTANT shaI1
prepare and submit a cost estimate for such extla $rork.
In the event the CONSULTAN?, upon written order from
the VILLAGE, is required to perform Extra Work, he
shalI, in addition to the Pri.me Compensatj-on, receive
payment for such Extra Work on the following basis:
Subject to a pre-agreed Upper Limit of
Compensation for each item of Extra
work, the CONSULTANT shall be paid atthe specified hourly rates of pay foreach class of employee as listed inExhibit uA" for the actual time the
CoNSULTANT directly utilized each suchemployee on the Extra Work, plus the
CONSULTANT'S payroll burden, overheadcosts as Ij-sted in Exhibits B and C,plus actuaL expenses for transportation,subsistence, and electroni.c computerservice i.ncidental to the Extra work.Any other expenses incurred incidentalto the Extra Work shall be considered tobe overhead costs.

As the existing pavements are relatively new and in
gooil condition, no pavernent cores are anticiPated.

The subgrade soil survey will be accomplished by per-
forming auger bbrings spaced at approximately 300 foot inter-
vals on alternate sides of the roadway, and at other points
where significant problem areas are observed:
a) Soil survey borings will be extended to a depth
six (6) to ten feet below grade with sampling at
inch intervals or more frequently if required
sample all soil strata.

b) Laboratory testing will include moisture content
determinations, consistency (penetrometer value ) ,
determination on cohesive soil samples and classi-
fication tests as reguired to identify major
subgrade soil types.
The soil survey and structure borings will be
performed in compliance with: the current State of 11linois,
Specification 'for Soil Survey; the requirements of the
Northeast Region; and the Soils Manual.
A soils profile wiII be prepared showing the soil
types and test data in accordance with applicable
specifications. we understand that reproducible copies of
the plan and profile showing existing and proposed grade will
be provided by Midwest Consulting Engineers, Inc.

The results of this field exploration and labo.ratory
testing woulil be utilizect in our analysis and formulation of
our recommenda ti ons . Recommendations regarding earthwork and
treatment of in-place soils will be presenteil in a written
report prepared by a registered professional engineer.
Fees
propose to provide this hrork at the unit rates
the attached Schedule of Services and Fees, Attach-
thru 1.2. These estimated quantities and unit
based on information provided by Midwest Consulting
Inc. and experience on past projects.
. On the basis of the above information, we will provide
these services for a fee of:
Soil Survey, and Report s r,782.50
Please note that if the soil conditions at this
intersection are similar to other nearby projects which we
have recently conducted for Midwest Consulting Engineers and
Buffalo Grove, some of the 1ab test results may be re-used
thereby reducing the costs by $100.00 to $200.00
