OF COMMERCE - BUREAU OF THE CENSUS TO CONDUCT A SPECIAL CENSUSRESOLUTION NO. 84 _ 74 A RESOI,UTION AUTHORIZING THE EXECUTION OI' A CONTRACT BETWEEN TIiE VILLAGE OF BUFFALO GROVE AND THE TJNITED STATES DEPARIMENT OF COMMERCE - BUREAU OF TI1E CENSUS TO CONDUCT A SPECIAL CENSUS WHEREAS, the Village of Buffalo Grove considers that it is 1n its best interest to conduct a special census in order to deterEine its current population base; and I.IHERIAS, the influx of grolrth since the last census enumeration dated April 1, 1980 has produced an estiuated population base as of April 30, 1984 of 25,488 or 14.677" over the current posted official population; and WIIEREAS, si.nce both Illinois Motor fuel and Income Taxes are state shared revenues distributed on a per capiEa basis, there is an economic incentive to local planning to seek the greatest 1ocal return for these revenue sources; and WIiEREAS, it has been determined that based on annualized per capita distribution of these taxes through the year ending October 31, 1984, that in excess of $125,000 in additional revenue could be realized for Village programs and services I and h'IiEREAS, in addltion to revenue base enhancements, certain denographic data will be obtained that will assisE staff efforts in overall Village planning efforts. NOW, TIiEREIORE, BE IT RESOLVED BY It{E PRESIDENT AND BOARD OF TRUSTEES OF THE VILIAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS thAt: SECTION 1. The Village President is hereby authorized to execute the contract between the Village of Buffalo Grove and the United States Department of Comrerce, Bureau of the Census, to conduct the special census on May l, 1985 for an estimated cost of $30,335. SECTIoN 2. The Vl11a ge Clerk is hereby authorized to return the executed copies of thl-s agreement to the Bureau of the Census along with a paynen! of $7,650.00 as required in Section B (6) of the contract. in order to inltj.ate the census work. The Contraclor has requested lhal a special population census b6 taken under the authoriry oI title 13, United States Code, section 196. The agreement o, the parties is as follows: A. (1 ) The Government shall dosignate one or more expedenced employees to direct th€ taking ol the census. l2l Tho Governmeat emplovee shall oversee all Ieatures ol the enumeration including the traioiog o, enumeratora, crew l€ado.6, and others locally employed by lhe Conlractor to take the special populalion census. The Government employee shall not be interfered wilh in any way by the Contractor or by any representative of the Contracror. (3) The fees outlined in 8.{6) below shall include (a) adminisrrative and lechnical work performed by headquarters and regional personnel; (bl enumeration schedules and related materials; (c) m6p preparation; (d) tabulation expensesj and le) other incidental expenses incurred by the Government in completing tho special population census. B. ll) The Contracto. shall have available suflicienl applicanls for enumerators, crew leaders, and other positions as may be needed to complete the special population census who shall be selected tor employment and separation unde. standards established by the Government, and who shall lake an oath or aflirmalion as required to protect the confidentiality of the information collected by them. The Contractor shallcomply with all federal, state, and local laws, orders, rules and regulations and shali complete and tile any and all .equired reports including, but not limited to, those pe.taining to Equal Employment Opportunhy applicable to these employees. (a) ln the event that sufficient suilable applicanls ar€ not lurnished by the Conlraclor tor the necessary positions and the Governmont must expend tunds to obtain applicants to rill the remaining positions, the Coniractor agrees to reimburs. ihe Government tor those additional expenses. This will increase the costs estimat€d in B.(4). (2) The Contractor shall supply, free of charge, proper olfice quarters equipped with telsphonels), office lurniture, adding machine(s,, and typewrite(s) as determinod necessary and proper by the Government. (31 The Contractor shall p8y directly to the enumerators, crew leaders, and others hired locally to conduct tho actual enumeration at rates of pay lixed by the Govemment. The compensalion of such enumerators, crew leaders, and others shall be paid to them by the Contractor upon approval by the Government employee. The Contractor shall withhold Irom lhe compensation paid to the enumerators, ciew leaders, aod otherlocally employed such amounts as may be necessary for Social Security, federal, state. and local income tax, or other sums required to be withheld tL federal, state, or local laws lrom employ€e's compensalion. The individual information collected by the enumeralors on the special population census questionnaires shall be regarded as strictly conridontialpursuani lo the prov!sions of t itle | 3 , U niled States Code , and the questionn a ires s hall be returned d irectly to the a uihorized representative ol the Government. All such population census questionnaires and all other papers relating to the special population census are the property of the Govern, ment and under the law may be made available to, and examined by, Government officials and enumerators only. D. The Government shall provide to the Contractor the official population count derived Irom the special census al the earliesl practicable date atter complelion oI lhe enufteralion and the processing required to produce the statistical results. This count, which sh6ll be as of the dale of the spocial census, will be provided an writing and signed by an appropriate Government official. The Government will not guaranteo delivery of the final count by any specified date and shall nol be held responsible for any loss or damages suf, fered by the Contractor due to the data not being avaalable by a specific dale. The Contractor accepts that resionse to a special census is v6luntary and that, in order to oblain as complete a total count as possible, lt may be necessary to us€ secondary sources and administrative records, which may nol include allol the d€tailed informstion. The Government will also make the couht available to the public in the Fodoral Register and in Bur€au of the Census publications. The detailed statistical results will be made available to the Contractor. subject to limitations impo:ed by the need toprotect confidentiality and by such statistical requtements as deemed necessary by the Eureau of the Census- The Governmeni will also provide these statistical results to government olticials and individuals upon written requast; and, insofar as the Government deems the resutts to beof suf-ficient public interest, make lhem generally available in publications oI the Eureau of the Census. The Conlracto. shall accept as final the olficialpopulation counl and other statistical results when provided by the Government. E . This agreement may be cancelled by the Conlractor before the enumeration begans. Once the enumeralion has commenced, it will be carried to com-pletion. ln the event of cancellalion of the agreement, the Government will be reimbursed by the Cont.actor for costs incurred or obligaled prio. to the dale of cancellation. Once lhe enumeration has been compleled, the tabulation ot the stataslical results willbe carried to completion-. F. Any misunderstandings or disputes concerning any matters, expenses, and methods o, taking the special populstion consus, or any question of lact arising under this contract, shall be decided by the Government in accordance with the Contrict Disputes Aci of 1 978 (41 U. S. C. 60 1 -61 3)- G. No membe. of or delogste to Congress or Resident Commissioner shall be admilted to any share or part of this contract or to any benefit that may arise theretrom; but this provision shall nol be construed to extend to this contract il made with a corporation for its general benefit.
