A RESOLUTION SUPPORTING THE COMPLETION OF THE CONCRETE LINING
OF THE APTAKISIC CREEK BETWEEN NEILAND ROAD AND BUSCH ROAD
WHEREAS, The Village of Buffalo Grove, Cook and Lake Counties,Illinois, has received a public notice from the Illinois
Department of Transportation, Division of lllater Resources;
and
WHEREAS, The Vi1)age is desirous of providing written cornnents
rel ated to said notice.

Trustees of the Village of Buffalo Grove, Cook and Lake
Counti es , Illinois:
SECTIoN 1. That the attached statement intitled "A Statement
-supporting
the Completion of the Concrete Lining of Apta-
kisic Creek Between lleiland Road and Busch Road" is hereby
approved for transmittal to the Illinois Department of
Transportation - Division of lJater Resources.

A STATEMENT SUPPORTING THE COMPLETION OF THE CONCRETE
LINING OF APTAKISIC CREEK BETI,'EEN l.lEILAND ROAD AND
BUSCH ROAD.
In 1978, the Developer of the Highland Point Unit 7 Development was
granted a permit for the concrete Iining of the Aptakisic Creek.
Relying upon this perrnit, a park/detention area has been designed and
approved and partial 1y completed along with approxinately 75% of the
channel work.
The channel work has been de)ayed several years due to the fact that
a downstream improvement (ILT Company) had affected not only flood
heights but low flow water elevations. The permittee had revised its
plans to accoflmodate this obstruction when i nformed by ID0T-D!,IR that
nothing would be done to correct this "prob)em". It was the Village
who finally, after some period of time, convinced ILT to remove the
obstruction so that the concrete lining and park improvement could
conti nue.
After the substantial expenditure of funds by the Developer for
construction, and by the Village to secure the removal of the down-
stream obstruction, we feel that the project must be completed. We also
feel that the "natural" channel through a proposed Village Park is not
appropriate and would detract from its quality.
In reviewing the regulations which govern this work, we find no sub-
stantial change has occurred since the issuance of the original permit.
The Village has rel ied heavi ly on the previously issued permit and feels
that enforcement of the regulation at this point seems to be arbitrary,
particularly since ID0T-D!JR is expressly aware of the facts which caused
the delay in project completion.
The Village is aware of the need to preserve streams, although feels
that stream maintenance to alleviate flooding is also important.
The Village of Buffalo Grove fully supports the completion of the concrete
iining by the Hoffman Group and Standard-Pacific Illinois Corporation.
