WIIEREAS, the V111age of Buffalo Grove has invested years of effort in
developtng a falr, sound cable televlsi.on franchise agreement in good faith
negotiatlon rrith lts cable operator, and
WHEREAS, IIR 4103, the Cable Franchlse poLicy and Communlcations Act of
1984, wil-l be voted upon by the llouse of Representatives shortly, and
I,0HEREAS, HR 4L03 will establish the first comprehensive, fair cable
connunlcatlons poJ-icy for the United States, and
WIIERIAS, ER 4103 reflects an agreement on policy reached in good faith
between the Natlonal League of Cities, the U.S. Coflference of Mayors, and
representatives of the National Cable Televisloa Assoclation, and
WIIERIAS ' HR 4103 a11ows the village of Buffalo crove to enforce servlee
requlrements in its AgreemenE negotiated in good faith, whl1e recognlzlng the
right of conpanles to seek rellef where changed conditions warrant it, and
WIIEREAS, HR 4103 offers the first national c ompr eh ens ive protection of
consumers of cable service otherrrLse prowid ed to our residents only by our
munlc ipal ordlnance, and
mEREAs, ItR 4103 a11ows all citizens the rlght to receive cable servrce
by establishlng a rlght of easemeot.

passage of HR 4103 ln its current form, and
BE rr FTJRTHER RESOLVED' that the village of Buffalo Grove urges its repre-
sentative to vote in favor of IIR 4103 when it is addressed. in september, 19g4,
and
BE rr FURTHER RESorvED, that copies of thls resolution be provided to nemb er s
of the Villagers Congressional Delegation.
