PURPOSE OF AGREE!.{ENT This agreement is made in recognition of the fact that natural oc-currences, or man-made occurrences, nay result in situations whichare beyond the ability of the individual cornmunity to deal witheffectively in terms of manpower a.nd equipment resources on hand ata given time. Each community named (Appendix 1) has and does expressits intent to assist its neighbor communities by assigning some ofits manpower and equipment resources to an affected community asresoulces and situations al1ow. The specific intent of this agiee-ment is to permj-t the Police Departments of each community to moreful-1y safeguard the 1ives, persons, and property of at1 citizens. Section 2. DEFINITIONS For the purpose of as follows:this agreement, the following terms are defined A "NORTmBN ILLINOIS POLICE ALARI,I SYSTEM" (NIPAS) An organization of Northern Illinois Police Departments partici-pating in this mutual aid agreenent. IIMUNICIPALITY'' A city or village having a recognized Police Depilrtment, D. ''i{UTUAL AID'' A definite and prearranged written agreement and plan wherebyregular response and assistance is provided in the event of alarms from locations in a stricken municipality by the aidingmunicipalities in accordance with the police alarm assignments as developed by the Police Chiefs of the participating munici-palities. 'IDISASTER'' E.''PARTICIPATING }TUNICIPALITIES'' A municipality that commits itself to this mutual aid agreementby adopting an ordinance authorizj-ng participation in the pro- gram with other participating municipalities for rendering andreceiving mutual aid in the event of disaster in accordancewith the police alarm assignments. "AIDING MUNICIPALITY'' A municipality furnishing police equipment and manpower to astricken municipality. E. ''POLICE ALARM ASSIGIYMENTS" A predetermined listing of manpower and equipment that will respond to aid a stricken municipality. Section 3. AGREEMENT TO EFFECTUATE TIIE !.|UTUAL AID PLAN The Village President, Mayor, or Board of Trustees of each partici-pating municipality is authorized on behalf of that municipalityto enter into and from time to time alter and amend on the adviceof the Police Chief and with the consent of the governing body ofthat municipality, an agreement with other municipatities formutual aid according to the following: A. IYhenever a disaster is of such magnitude and consequence thatoro ass idtohesoriz 1. Immediately determine what resources are required accordingto the mutual aid police alarm assigDment. Immediately determine if the required equipment and personnel can be committed in response to the request from the stricken municipality. Dispatch immediately the personnel and equipment required to the stricken municipality in acsordaDce with the police alarm assignment. 2 3 2. 3 c F E The rendering of assistance under the terms of this mutual aidagreement sha11 not be mandatory in accordance with the policealarm assignments if local conditions prohibit response. Inthat event it is the responsibility of the aiding municipalityto immediately notify the stricken municipality of same. The senior officer present, of the stricken municipality, sha11assume fu11 responsibility and corunanC for operations at'thescene. IIe will assign personnel and equipment, ot the aidingmunicipalities, to positions when and where he deems necessary. rt is expected that requests for mutual aid under this agreementwill be initiated only when the Deeds exceed the resourc6s ofthe stricken municipality. Aiding municipalities will be re_leased and returned to duty in their own tommunity as soon as thesltuation is restored to the point which permits ihe strickenmunicipality to satisfactorily handle it ivith its own resourcesor, as per Item B above, when an aidiDg municipaLity so desires. All service performed under this agreement sha1l be renderedwithout reimbursement of any party from the other(s). Requestsfor indemnification for unusual or burdensome costs incuried inthe performance of mutual aid may be submitted by the aidingmunici.pality to the stricken municipality. Indemnificationof such costs sha11 be at the discretion'of the respectiveelected municipal Board or Councils.
