Minutes of Executive Meeting August 2, 2021
The executive meeting was called to order at 6:18p.m. by Chairwoman Dibbern in the EOC Conference
Room of Village Hall. This meeting is digitally recorded.
Present were Chairwoman Dibbern, Commissioners Dryman, Berman, and Blumenthal. Also, in
attendance was Deputy Police Chief Szos and HR Director Malinowski. Commissioner Fishman and HR
Management Analyst Golbach were not present.
The reason for the Executive Session was to discuss the Personnel, pursuant to Section 2(C) (1) of the
Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or
Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including
Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal
Counsel for the Public Body to Determine its Validity.
• The topic of discussion related to Personnel: Review Polygraph and Background information on
Lateral Police Candidate#1: Edyta Zuk.
o Commissioner Berman had concerns about her driving record and numerous accidents
on record with no citations issued should not be a disqualifying factor
• The topic of discussion related to Personnel: Review Polygraph and Background information on
Lateral Police Candidate#2: Robert Gasca.
o There were no concerns with this candidate
• The topic of discussion related to Personnel: Review Background information on Lateral Police
Candidate#3: Gabriel Augustyniak.
o Polygraph detail is forthcoming and to be reviewed by members of the BFPC before
conditional offer of employment can be extended
• Commissioner Blumenthal inquired about officers continuing their higher education whether it be
Bachelor's or Master's Degrees and if that was a factor in either the hiring or the promotional
process. Chairwoman Dibbern pointed out that higher education will qualify New Hires and
Lateral Candidates preference points towards the hiring process
A motion was made by Chairwoman Dibbern, seconded by Commissioner Dryman, to return to open
session. Commissioners Dryman, Berman, Blumenthal and Chairwoman Dibbern voted in favor of the
motion. The motion passed.
The Executive Meeting was adjourned at 6:22 p.m.
