Public Comment is limited to items that are not on the regular agenda. In accordance with Section
2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 5
minutes and should be limited to concerns or comments regarding issues that are relevant to
Village Board business. All members of the public addressing the Village Board shall maintain
proper decorum and refrain from making disrespectful remarks or comments relating to
individuals. Speakers shall use every attempt to not be repetitive of points that have been made by
others. The Village Board may refer any matter of public comment to the Village Manager, Village
staff or an appropriate agency for review.

MENTAL HEALTH AWARENESS MONTH
WHEREAS, mental health is an essential component of overall wellness, and mental illnesses are
among the most common health conditions in the United States, affecting people of all ages and
backgrounds, with about half of all Americans experiencing a diagnosable mental health disorder at
some point in their lifetime according to the Department of Health and Human Services
(odphp.health.gov) and one in five U.S. adults experiencing a mental illness in any given year
according to the National Alliance of Mental Illness (nami.org); and
WHEREAS, NAMI reports that youth mental health is a growing concern, as one in six U.S. children
ages 6–17 experiences a mental health disorder each year; and
WHEREAS, mental health challenges among adolescents have been rising, with data from the
Centers for Disease Control and Prevention (CDC) indicating that 40% of U.S. high school students
have reported persistent feelings of sadness or hopelessness and 20% have seriously considered
attempting suicide within the past year; and
WHEREAS, older adults also face mental health challenges, with the CDC stating that approximately
4% of adults over age 70 suffer from depression, and many older individuals do not receive the mental
health care they need due to stigma or misconceptions that mental health struggles are a normal part
of aging; and
WHEREAS, our nation’s military service members and veterans confront unique mental health
challenges, with the U.S. Department of Veterans Affairs reporting that approximately 17 U.S.
veterans die by suicide every day; and
WHEREAS, despite the prevalence of mental health conditions, the Department of Health and Human
Services estimates that only about half of people who experience a mental illness receive treatment,
due to barriers such as stigma, lack of access to care, and cost; and
WHEREAS, Mental Health Awareness Month has been observed nationally each May since its
establishment in 1949, serving as a time to increase public awareness of the importance of mental
health and wellness, educate communities about mental illnesses, celebrate the recovery of those
living with mental health conditions, and encourage individuals to seek help when needed; and
WHEREAS, the Village of Buffalo Grove recognizes the importance of raising awareness about mental
health, supporting community efforts to improve mental well-being, and promoting access to
appropriate mental health services for all residents;
NOW THEREFORE, I, Eric Smith, Village President of the Village of Buffalo Grove, do hereby proclaim
the month of May 2025 as Mental Health Awareness Month in the Village of Buffalo Grove. Proclaimed

Building Safety Month – May 2025
WHEREAS, the Village of Buffalo Grove is committed to recognizing that our growth and
strength depends on the safety and essential role our homes, buildings and infrastructure
play, both in everyday life and when disasters strike, and;
WHEREAS, our confidence in the resilience of these buildings that make up our community is
achieved through the devotion of vigilant guardians––building safety and fire prevention
officials, architects, engineers, builders, tradespeople, design professionals, laborers,
plumbers and others in the construction industry––who work year-round to ensure the safe
construction of buildings, and;
WHEREAS, these guardians are dedicated members of the International Code Council, a
nonprofit that brings together local, state, territorial, tribal and federal officials who are
experts in the built environment to create and implement the highest-quality codes and
standards to protect us in the buildings where we live, learn, work and play, and;
WHEREAS, these modern building codes and standards include safeguards to protect the
public from hazards such as hurricanes, snowstorms, tornadoes, wildland fires, floods and
earthquakes, and;
WHEREAS, Building Safety Month is sponsored by the International Code Council to remind
the public about the critical role of our communities’ largely unknown protectors of public
safety––our code officials––who assure us of safe, sustainable and affordable buildings that
are essential to our prosperity, and;
WHEREAS, “Game On!,” the theme for Building Safety Month 2025, encourages us all to get
involved and raise awareness about building safety on a personal, local and global scale,
and;
WHEREAS, each year, in observance of Building Safety Month, people all over the world are
asked to consider the commitment to improve building safety, resilience and economic
investment at home and in the community, and to acknowledge the essential service
provided to all of us by local, state, tribal, territorial, and federal building safety and fire
prevention departments, in protecting lives and property.
NOW THEREFORE, I, Eric Smith, Village President of the Village of Buffalo Grove, do hereby
proclaim the month of May as Building Safety Month in the Village of Buffalo Grove.

Public Works Week – May 18-24, 2025
WHEREAS, public works professionals focus on infrastructure, facilities and services that are
of vital importance to sustainable and resilient communities and to the public health, high
quality of life and well-being of the people of Buffalo Grove and,
WHEREAS, these infrastructure, facilities and services could not be provided without the
dedicated efforts of public works professionals, who are engineers, managers and employees
at all levels of government and the private sector, who are responsible for rebuilding,
improving and protecting our nation’s transportation, water supply, water treatment and solid
waste systems, public buildings, and other structures and facilities essential for our citizens;
and,
WHEREAS, it is in the public interest for the citizens, civic leaders and children in Buffalo
Grove to gain knowledge of and to maintain a progressive interest and understanding of the
importance of public works and public works programs in their respective communities; and,
WHEREAS, the year 2025 marks the 65th annual National Public Works Week sponsored by
the American Public Works Association; and,
NOW THEREFORE, I, Eric Smith, Village President of the Village of Buffalo Grove, do hereby
proclaim the May 18-24, 2025 as Public Works Week in the Village of Buffalo Grove.
Accordingly, I encourage our citizens to join us as we participate in Public Works Week

PROCLAMATION RECOGNIZING
JEWISH AMERICAN HERITAGE MONTH - MAY 2025
WHEREAS, since their arrival on American shores as early as the 16th century, Jewish immigrants
and their descendants have played a vital role in shaping the United States, contributing to the
nation’s creation, growth, freedom, prosperity, and enduring strength;
WHEREAS, the biblical and historical journey of the Jewish people - and the enduring values of the
Jewish faith—have served as powerful sources of inspiration for the founding principles of the United
States, the Civil Rights Movement, America’s leadership in advancing global freedom, and the
nation’s ongoing pursuit of justice and equality;
WHEREAS, Jewish Americans have made profound and lasting contributions to every aspect of
American life, including the arts, sciences, business, law, education, public service, entertainment,
and culinary traditions - enriching the cultural fabric of our nation and helping define what it means
to be American;
WHEREAS, for over four decades, Presidents of the United States have formally recognized the
invaluable contributions of Jewish Americans to our country, and since 2006, the month of May has
been officially designated as Jewish American Heritage Month through Presidential proclamation
and bipartisan Congressional support;
NOW THEREFORE, I, Eric Smith, PRESIDENT OF THE VILLAGE OF BUFFALO GROVE, do hereby
proclaim May 2025 as Jewish American Heritage Month. I call upon all residents to join in celebrating
the remarkable history, heritage, and contributions of Jewish Americans to our city and our nation. I
further encourage:
•All city departments and agencies to commemorate this occasion through public
announcements and the display of educational materials;
•Our local schools, colleges, and universities to offer programming that highlights Jewish
American heritage and its impact on our shared civic values;
•Museums, libraries, and cultural institutions throughout Buffalo Grove to host exhibitions
and events that honor Jewish American history and achievements.
•This month to serve as a time to reflect, learn, and celebrate the resilience, creativity, and
enduring contributions of Jewish Americans throughout our history.
