JEFFREY S. BRAIMAN COUNCIL CHAMBERS AT VILLAGE HALL, 50 RAUPP BOULEVARD,
BUFFALO GROVE, ILLINOIS, MONDAY MAY 5, 2025
CALL TO ORDER
President Smith called the meeting to order at 7:00 P.M. Those present stood and pledged allegiance to the
Flag.
ROLL CALL
Roll call indicated the following present: President Smith; Trustees Johnson, Cesario, Ottenheimer, Stein,
Bocek, and Weidenfeld.
Also present were: Chris Stilling, Acting Village Manager; Mike Skibbe, Deputy Village Manager/Director of
Public Works; Tyler Grace, Assistant Village Manager —Administrative Services; Chris Black, Finance
Director; Katie Golbach, Director of Human Resources; Molly Gillespie, Communications Director; Nicole
Woods, Director of Community Development; Chris Kruse, Public Works Superintendent; Police Chief Budds;
and fire Chief Kane.
The Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics, with
staff answering questions from the Board on each topic.
VILLAGE PRESIDENT'S REPORT
President Smith noted that we will be administering the Oath of Office to our new Board members, as well
bidding farewell to Trustee Stein at our May 19, 2025 meeting. Trustee Weidenfeld will be unable to attend the
May 19, 2025, meeting, so he wished to use this opportunity to share his thoughts and thanks to Trustee Stein
for welcoming him when he joined the Board and for his years of service to our residents and his efforts to
make Buffalo Grove the best community possible.
Trustee Johnson read a Proclamation declaring May 2025 as Mental Health Awareness Month in the Village
of Buffalo Grove, recognizing the importance of raising awareness about mental health, supporting community
efforts to improve mental well-being, and promoting access to appropriate mental health services for all
residents.
President Smith read a Proclamation declaring the week of May 11-17, 2025 as Police Week in the Village of
Buffalo Grove and called upon all citizens of Buffalo Grove and all patriotic, civil and educational
organizations to observe the week by commemorating police officers who have dedicated service to their
communities and have established an enviable and enduring reputation for preserving the rights and security of
all citizens.
President Smith read a Proclamation declaring the month of May as Building Safety Month in the Village of
Buffalo Grove and urged residents to acknowledge the essential services provided to all of us by local, state,
tribal, territorial, and federal building safety and fire prevention departments, in protecting lives and property.
President Smith read a Proclamation declaring the week of May 18-24, 2025 as Public Works Week in the
Village of Buffalo Grove and encouraged our citizens to acknowledge our public works professionals who
focus on infrastructure, facilities and services that are of vital importance to sustainable and resilient
communities and to the public health, high quality of life and well being of the people of Buffalo Grove.
President Smith read a Proclamation recognizing Jewish American Heritage Month — May 2025 in the
Village of Buffalo Grove and called upon all residents to join in celebrating the remarkable history, heritage,
and contributions of Jewish Americans to our city and our nation.
WATER AMBASSADOR AWARD
Todd Schaeffer, Board Trustee at Large for the Illinois Waterworks Association, presented a brief overview of
the Illinois Section, American Waterworks Association, as well as the water program and the efforts to elevate
public perception and consumer education of the water industry.
Mr. Krase thanked the Board for their leadership and unwavering support of the infrastructure modernization
plan; he thanked the Communications team and especially Mr. Kirsininkas for putting together most of the
content for this award so that our residents not only know what we are doing but why we are doing it; he
thanked the Public Works staff for working around the clock to make sure that every tap in town has constant
and clean water going to it. Mr. Krase was then presented with the 2024 Gold Level Water Ambassador Award.
COMMUNITY BRANDING IMPLEMENTATION
Ms. Gillespie reviewed a Powerpoint presentation highlighting what has been completed to date and what is
planned for 2025 and beyond.
QUESTIONS FROM THE AUDIENCE
President Smith reviewed the parameters to be followed by speakers and asked if there were any questions from
the audience on items not on tonight's agenda; there were no such questions.
ADJOURNMENT
Moved by Johnson, seconded by Cesario, to adjourn the meeting. Upon roll call, Trustees voted as follows:
AYES: 6 — Johnson, Cesario, Ottenheimer, Stein, Bocek, Weidenfeld
NAYS: 0 — None
Motion declared carried.
The meeting was adjourned at 7:30 P.M.
