CALL TO ORDER Chairman Don Hardt called the meeting to order at 8:00 P.M. at the Village Hall on Thursday, October 22, 1981. II. ROLL CALL Commissioners Present: L. Paolillo, B. Gibbs, L. Kirby and D. Hardt. U�ORUM. Commissioners Absent: D. Knaak, C. Cea and P. Carr. Also Present: Mr. Dominic Saviano, Deputy Building Commissioner III. APPROVAL OF MINUTES October 8, 1981 — Postponed because attending Commissioners not all present at this meeting. IV. OLD BUSINESS A. Kinder Care — Parking Lot Lights Vernon Roberts Construction Manager of Kinder Care from Hartville, Mo. Mr. Roberts presented plans for lighting the parking area, described the fixtures and explained the need for lighting at night and early morning hours when parents are arriving with small children. The problem is acute during the winter months. The fixtures can be placed on the building timer to go on at dusk and off at daylight. The lights would also help security. The Commission discussed the need for the lights to be left on all night. Concern was expressed for the residents along Thompson Blvd. Since there is security lighting at the doorways, the Commission asked that these lights be turned off at 11 P.M. This is the normal cut—off time at the shopping centers in the Village. Mr. Roberts agreed. The fixtures are grey and the facia to which they are going to be attached, is brown. Mr. Roberts agreed to paint the fixtures brown to match the facia. Commissioner Kirby made the following motion: I move we approve the three lights as presented by Kinder Care (Thompson Blvd. and Arlington Hts. Rd.) with the following stipulations: 1. The lights will be on a timer, to go on at dusk and off prior to 11 P.M. and be turned on no earlier than 5 A.M. 2. Fixtures to be mounted on the facia and painted out brown to match the facia. Com. Gibbs seconded the motion. Roll Call Vote: Aye — Paolillo Kirby Gibbs Hardt Nay — None Motion Passed 4 to 0. B. Gentry Home Furnishings - Sign Mr. Wayne Hawley presented plans drawn by Federal Sign Co. and a drawing showing color scheme. He explained that they are taking other bids from other sign companies, but the general effect will be the same with different borders, etc. Ch. Hardt said Mr. Jim Griffin had called to raise a question as to whether a ZBA Variation is needed. Because the Kemmerly sign is to be taken down, and this new one erected in its place - it could be non-conforming and need a variation because of distance between signs at that area. The Kemmerly sign is legal non-conforming; but since this sign is smaller it could qual- ify under the section that specifies that if a sign is not more non-conform- ing, it can be allowed. A temporary sign was approved by the Commission at a prior meeting, but it has not been delivered by the sign painter. A cardboard sign sprayed with waterproof covering and set out temporarily until Duo Sign Co. corrects the error they made in the approved sign. Mr. Hawley explained that customers are not able to locate their store and they needed to identify the location. They do want a quality sign and agree that the cardboard sign does not give them the image they desire. After discussion, the Commission agreed that under Section 10, 1-A - since the same post will be used and since the sign will not be less in compli- ance, it will be allowed to keep its Non-Conforming status. Copy was discussed. The statement 'uncommon accents for your home' is a slogan and not part of the DBA. Mr. Hawley said they plan to use this copy in all their ads. He stated it does identify their business which is not really home furnishings; but he agreed to delete it, if necessary. The sign will be an internally lighted can, Beige with Black lettering. The century lamp is very important to their image. They specialize in hand-crafted furnishing. The Commissioners were polled to determine their feelings about the lamp. Com. Paolillo and Com. Kirby were against the lamp. Com. Gibbs and Ch. Hardt had no problem with the lamp because it adds balance to the sign and is well done. Ch. Hardt suggested that Mr. Haley come back when a final design is selected. He explained that if the sign presented was moved upon, the decision would be split and automatically denied. An appeal could be made to the Village Board. Other logos have been presented and denied. The AC does not like to set precedents and have not allowed many businesses to have logos. On occasion, it a logo is necessary to establish the type of business. Mr. Haley chose to return at a later date. Nov. 12, 1981 is the next AC. Com. Knaak made a motion to Table and Com. Paolillo seconded the motion. Roll Call Vote was Aye - Gibbs, Kirby, Paolillo and Hardt. Nay - None V. NEW BUSINESS A. Chatham Manor Homes - Interior instructional signs. Not present because of the Open House showing of the Models. APPEARANCE COMMISSION sb Oct. 22, 1981 - Page Two B. Village si,gnage problems were reviewed with Mr. Saviano. Ch. Hardt announced a letter received from General Car Care stating negotiations are being made with Shell Oil to change dealership. They will keep the Commission informed. A problem has arisen because plans cannot be located concerning storage tanks. Mr. Hardt noted that Mr. Jim Griffin will be leaving his position with the Building Dept. Mr. Griffin was much appreciated by the Appearance Commission. VII. ADJOURNMENT Com. Gibbs made a motion to adjourn and Com.Kirby seconded the motion. The meeting adjourned at 9:00 P.M. Village plaza — Security Lights A representative from Lieberman's Realty related the problem of vandelism that has been experienced continually. Lights have been shot out and/or broken out. The walkway between the two sections of the building had a drywall ceiling and vandels broke it all out. It was replaced with ply— wood and this has been damaged also— with BBs, etc. The living screen of evergreens has reached a height of about 12 feet and should shield the lights from the yards of the homeowners. There is also a fence between the homeowners and the shopping center. The fences are 6 ft. high. Mr. Saviano said that some of the homeowners have complained about the lights in the past, but the police agree that increased security lighting is needed. The lights submitted would be mounted on the parapet wall, about 101 to 12t high, but the beams would be directed and sheilded to shine downward. The present lighting at the rear of each store is controlled by the indi— vidual store owners, and they are not sufficient. They shine only over the rear doors. Some of the owners do not leave them on. If the lights are on until 11 P.M./Summer; and 10 P.M./Winter; it would be satisfactory. Ch. Hardt noted that the residents knew that a shopping center would be in back of them. Also, Lieberman's has provided a live screen and while it is true the homeowners may see the lights, if they are correctly shielded, no problem should arise. The Ordinance provides that lights do not encroach. Four light fixtures, one for each section, are proposed. They are to be ' flush mounted, architectural bronze. No light plan was submitted because none was requested. Com. Paolillo felt that a light plan is necessary. Com. Kirby made the following motion: I move we approve the security lighting as proposed for the Village Plaza (Liebermants ) with these stipulations: 1. Lights to be mounted at the mid—point of each of the four sections .on the rear of the building. Total of four lights. 2. Lights to be flush mounted on the building. 3. The finish is cast aluminum, architectural bronze. 4. Sodium vapor light as per drawing. 5. Hours of operation, dusk to 11 P.M. 6. Lights will be screened, if necessary •• at Village request. Com. Gibbs seconded the motion. Roll Call Vote: Aye — Gibbs, Kirby, and Hardt Nay — Paolillo Motion Passed 3 to 1. VI. ANNOUNCEMENTS A. Regarding Lexington's Commerce Center project, request has been made to change the building proposed for Lot 5 and build it on Lot 6 because Lot 5 is adjacent to Wheeling and the parking lot cannot be located as approved. Com. Gibbs made a motion to approve the building and landscaping of Lexington Corp. Commerce Center previously approved for Lot 5 be moved to Lot 6 because of the existing prior easement of which the Commission was not aware at the time. Com. Paolillo seconded the motion.
