Public Comment is limited to items that are not on the regular agenda. In accordance with Section
2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 5
minutes and should be limited to concerns or comments regarding issues that are relevant to
Village Board business. All members of the public addressing the Village Board shall maintain
proper decorum and refrain from making disrespectful remarks or comments relating to
individuals. Speakers shall use every attempt to not be repetitive of points that have been made by
others. The Village Board may refer any matter of public comment to the Village Manager, Village
staff or an appropriate agency for review.
5. Executive Session
a. Executive Session - Section 2( C)( 11) of the Illinois Open Meetings Act: Litigation,
When an Action Against, Affecting or on Behalf of the Particular Public Body Has
Been Filed and is Pending Before a Court or Administrative Tribunal, or When the
Public Body Finds that an Action is Probable or Imminent, in Which Case the Basis for
the Finding Shall be Recorded and Entered into the Minutes of the Closed Meeting.
b. Executive Session - Section 2(C)(5) of the Illinois Open Meetings Act: (5) the Purchase
or Lease of Real Property for the Use of the Public Body, Including Meetings Held for
the Purpose of Discussing Whether a Particular Parcel Should be Acquired.

Presentation of 2025 Community Survey Process

Summary
Background
The Village of Buffalo Grove partnered with Polco, formerly the National Research Center, to
conduct community surveys in 2017, 2021, and now in 2025. Polco’s survey instrument is
designed to allow for scientifically valid comparisons of Buffalo Grove to similar communities,
both regionally and nationwide, on key issues, including quality of life, governance,
transportation, and safety.
To ensure a scientifically valid dataset, Polco will randomly select 1,700 Buffalo Grove
residential addresses. Selected households will receive a printed invitation to participate in
mid-April and may complete the survey by returning the mailed printed version or responding
online. A corresponding "open participation" survey will be open to all interested Village
residents and promoted via the Village’s website, social media channels, and electronic
newsletter. The "open participation" survey will open on April 27, and all data collection will
close on May 18, 2025. Polco will analyze the data, with final results expected in early July.
Next Steps
At the March 3, 2025 Committee of the Whole meeting, staff will be providing an update on
the timeline and key deliverables for the survey.
