WHEREAS the Village of Buffalo Crove is a Home Rule Unit pursuant to the
lllinois Constitution of l97O; and
WHEREAS I39O Busch Parkway, Buffalo Crove, lL ("Property") is located in a
multi-tenant building at l3OO-1398 Busch Parkway in the I Industrial District and is
hereinafter legally described in Exhibit A; and
WHEREAS Van Vlissingen and Company is the owner of the Property and
WHEREAS, lnternational Mental School, LLC, ("Petitioner") has filed a petition
for a Special Use to allow a Child Care Center in the lndustrial District (l); and
WHEREAS the Planning & Zoning Commission held a public hearing on
lanuary .l5,2025, concerning the request; and
WHEREAS the Planning & Zoning Commission made findings of fact and
determined that the petition meets the criteria for a Special Use as set forth in the
Buffalo Crove Zoning Ordinance, and as described in the minutes attached hereto as
Exhibit C; and
WHEREAS the Planning & Zoning Commission voted 8-O to recommend
approval of the requested Special Use; and
WHEREAS the Corporate Authorities of the Village of Buffalo Crove hereby
determine and find that the requested Special Use is reasonable and will serve the
best interests of the village; and

ordinance approving the Special Use for the property at l39O Busch Parkway, Buffalo
Crove, lL, subject to the following conditions:
1. The Special Use is granted to lnternational Mental School, LLC (dba Kids Club)
to operate a Child Care Center at l39O Busch Parkway, which shall not run with
the land.
2. The Special Use granted to the lnternational Mental School, LLC is assignable to
subsequent petitioners seeking assignment of this special use as follows:
a. Upon application of a petitioner seeking assignment of this Special Use,
the Corporate Authorities, in their sole discretion, may refer said
application of assignment to the appropriate commission(s) for a public
hearing or may hold a public hearing at the Village Board.
b. Such assignment shall be valid only upon the adoption of a proper, valid
and binding ordinance by the Corporate Authorities granting said
assignment, which may be granted or denied for any reason.

The company was formed as a Limited Liability Company under lllinois state laws and headed
by Tatyana Khatamova. Tatyana Khatamova is a leader in after school education for school age
children. The company provides fun and educational after school programs to children ages 5-
10 years. Each program offers small class sizes with 3 to 4 children per class/instructor in
person, online or on a hybrid schedule.

Parents of first generation children born in the US wish to preserve their native language and
therefore turn to the Company for support. The Company has developed a results driven
program to challenge children as they develop academic and social skills. There are currenfly
only tutoring services offered in the area for children that need assistance in their current
curriculum. our program is one of a kind as we promote learning all while staying true to their
culture.

First-rate service is intended to be the focus of the Company and a cornerstone of the brand's
success.
Programs currently offered include: art, math, speed reading, robotics, chess and STEM. ln
addition to programs mentioned above, the Company also works with children to leam and
preserve their native language in a fun setting. Each program offers small class sizes with 3 to 4
children per classiinstructor in person, online or on a hybrid schedule.
The program strongly encourages Drop off and pick up methods for best practices and best
outcomes by the students. Students are encouraged to be dropped off at the door in the parking
lot and walk into the center.

The Company will offer in-person, online and on a hybrid schedule. Our current programs are
designed for classes of 34 students. Our operating hours are 4pm-8:3opm, with peak times at
5:30pm. There are cunently 3 instructors on staff with a combine 35 years of experience in
teaching school aged children. Students utilize software, educational platforms and
communication tools to achieve their goals.

Additional exposure will be gained through social media, community outreach to local child care
facilities and schools. Our team will also participate as vendors in local fairs to attract additional
customers. As part of customer retention efforts, the Company will offer a free trial class to new
customers. Customer retention efforts will be also be done through individualized progress
reports and custom tailored programs. The Company will also offer workshops for parents that
want to get more involved. Parents want to see their children grow their knowledge and skillset,

Cashflow and all finances will be handled by Tatyana Khatamova. The Company has partnered
up with local vendors to keep supply costs low. Pay structure for instructors is commission
based to maintain motivation of instructors to seek new business and retain current customers.
Vll. Staffing and Training
All instructors employed by the Company, must posses in the very least an Early Childhood
Education Certificate. All instructors, regardless of ethnic background, must speak, read and
mite in English as well as at least one of the following languages: Russian, Ukrainian, Polish
and Spanish.
Training
All instructors at the Company are required to attend continuous improvement and education
course to ensure we are only providing the best and latest curriculum. lnstructors are required to
accurately fill out progress reports for students and create custom tailored programs to meet
each child's needs. lnstructors are also required to check in with parents to ensure everyone is
up to speed on the specific child's needs and success. To promote a healthy and happy
workplace, lnstructors will attend a weekly team meeting to discuss issues, success stories and
share plans for the following week.
Vlll. Legal & Administrative
The Company affirms that its promoters have acquired all legally required trademarks and
patents. The Company also affirms that all required licenses and permits to operate an After
School Program have been acquired. Commercial General Liability insurance has been
purchased. The Company has retained an attomey for future needs although the Company is
not foreseeing any issues with payments due to the nalure of the business being a pay as you
go service and customers are not under contract. To remain compliant with all state regulations,
an Online Data Privacy Agreement will be given out to each customer. Security Cameras will be
set up to ensure we maintain a safe environment for the customers and staff.
lX, Technology and Online Services
The Company will utilize platforms such as Zoom, Skype and Microsoft Teams to accommodate
students on a hybrid schedule. Teaching Schedule and curriculums will be shared with students
and parents at the start of the year or at registration. The schedule and cuniculum will be based
on cunent students' age groups and needs. Communication with clients will be done via phone,
email, texl and regular progress reports. Surveys will be conducted regularly to keep lines of
communication open. Supplementary materials are not required for our programs.
X. Growth Plan
As part of our growth plan, we plan to expand our programs into additional languages, adding
more programs to the curriculum and hiring more staff. Our sho( term goals include adding
additional locations to accommodate students that commute from other parts of Chicagoland.
We are very committed to implementing this growth plan as our survey results show that mosl
parents wish their children's activities were not so scattered but to be all in once place. We
strive to become that place. ln the next 3-5 years, we would like to expand to at least 3
locations, Northwest Suburbs, City of Chicago and Southwest Suburbs.

Associale Planner Binder provided an overview of the special use request, and the
anticipated operations of the after school tutoring program. He indicated that staff is
in support of the request.
The Real Estate Broker, Anna Linscheid and the petitioner,Tatiana Khatamova were
sworn in.
Linscheid indicated that the tutoring business would be operating the opposite hours
of most other businesses in the multi{enant building. She noted there is plenty of
parking available at this location and the use will complement the community.
Khatamova stated the business will aim to assist in the growth and development of
kids and their families.
Com. Richards asked what the proximity of the brewery is to the after-school
tutoring facility and if it would impede the liquor license.
Attorney Brankin noted that the use in question does not have any location
restriction in relation to a brewery.
Com Richards asked how many students are anticipated?
Linscheid stated there would be 4 kids per classroom with a total of 3 classrooms.
Binder indicated that Liquid Love Brewing is in the building to the south on the
opposite end of the property.
Khatamova stated that the subjects offered will be math, art, and language.
Com Richards asked the petitioner to walk through the parking demand.
Linscheid indicated that there are so many parking spaces available during the day
and the hours of the use are complementary to the other uses in the center.
Com Au asked if there is an existing location or if this would be the first?
Linscheid stated yes, they have a waiting list of students and are cunently renting a
small space that they have outgrown.
Com Moodhe asked if they would anticipate people waiting in the parking lot?
Linscheid stated that would not be ideal. We think parents will want to run enands
while the kids are in class.
Com Spunt asked about the dance studio next door, and if they thought that use
could disturb their classes?
Linscheid responded that they do not anticipate it will be an issue and hope they will
complement one another.
Linscheid stated 1 staff member would be assigned to each classroom. To begin
they will have 4 staff with 3-4 students per classroom.
Com Saxena asked for clarification of the use and whether it is a tutoring location or
childcare facility.
Linscheid responded that it is an afterschool program offering math, art and
language tutoring.
The village staff report was entered into the record as Exhibit 1.
At 7:46pm the public hearing was closed.
Com Richards made a motion to recommend approval of the special use for a child
&lre center at '1390 Busch Pkwy, subject to the conditions listed in the staff report.
The motion was seconded by Com Worlikar.
The floor was opened for commissioner discussion.
Com Worlikar asked about the student to staff ratio and number of students.
Com Moodhe indicated that he remembered when the dance studio came forth for
their special use request and the location of the brewery was discussed. He noted
that the brewery is on the complete other side of the property and that there is an
alley between the two buildings. He stated that it is far enough away from this use.
Moved by Kevin Richards, seconded by Neil Worlikar to recommend approval. Upon
roll call, Commissioners voted as follows:
