Existing Lane Use and Zoning: The subject property is located within a multi-tenant building and is zoned I: Industrial District. Comprehensive Plan: The Village Comprehensive Plan calls for this property to be industrial. PROJECT BACKGROUND Tatyana Khatamova is requesting approval of a Special Use for a Child Care Center in the Village’s Industrial District at 1390 Busch Parkway, in the Corporate Grove development (see Figure 1). The Petitioner plans to open a learning center called ‘Kids Club: Future Generation,’ offering after-school tutoring. Child Care Centers are a Special Use in the Industrial District. PLANNING & ZONING ANALYSIS Proposed Use & Operation • Kids Club will operate in the 2,556-square-foot space and offer after-school tutoring in art, math, speed reading, robotics, chess, and STEM programs for children from 5 to 10 years old. • The hours of operation will be from 4 PM to 8:30 PM, Monday through Friday. • There will be 3 staff members onsite. Each classroom will have one assigned staff member. The tutoring classes are offered either in person, online, or on a hybrid schedule. Existing and Surrounding Uses • The subject property’s tenant space is located within the Corporate Grove multi-tenant building at 1300 - 1398 Busch Parkway. This property is zoned Industrial, and the building consists of a mix of office and industrial use tenants, which include a medical office, office/warehouse uses, light manufacturing, a brewery, and a dance studio, as shown in Figure 2. The petitioner’s requested use is compatible with the adjacent surrounding uses. Parking & Drop-off/Pick-up • Pursuant to the Zoning Ordinance, a Child Care Center requires 2 parking stalls per 1,000 square feet of floor area. The tenant space is 2,556 square feet resulting in a requirement of 6 parking spaces. • The property has a total of 151 parking stalls, of which the subject tenant space has 6 assigned parking spaces available for use during business hours. According to the parking information provided by the Petitioner and the property owner, 56 unassigned parking stalls within the development are designated for shared use among all tenants. • The peak time for drop-off and pick-up is expected to be around 5:30 PM. At this time, 6 out of the 12 businesses in the Corporate Grove multi-tenant building will be closed for the day, freeing up an additional 35 parking stalls. This means that after 5:30 PM, a total of 91 parking stalls will be available. The proposed use has a parking demand that is complimentary to the site. • The petitioner noted that parents will drop off and pick up their children from the parking lot as close as possible to the tutoring center to walk them inside or pick them up after the tutoring Figure 2: Surrounding Tenant Uses Page 6 of 29 Page 3 of 4 session. Currently, the petitioner is creating a parent policy book that strongly encourages parents to use safe drop-off and pick-up methods. • Based upon the abovementioned parking information, Staff believes the existing site will have sufficient parking to accommodate the proposed use. DEPARTMENTAL REVIEWS Village Department Comments Building The Village building team reviewed the plans and does not have any concerns. STANDARDS Special Use Criteria Pursuant to the Zoning Ordinance, all special uses shall meet the following criteria: 1. The special use will serve the public convenience at the location of the subject property; or the establishment, maintenance or operation of the special use will not be detrimental to or endanger the public health, safety, morals, comfort, or general welfare; 2. The location and size of the special use, the nature and intensity of the operation involved in or conducted in connection with said special use, the size of the subject property in relation to such special use, and the location of the site with respect to streets giving access to it shall be such that it will be in harmony with the appropriate, orderly development of the district in which it is located; 3. The special use will not be injurious to the use and enjoyment of other property in the immediate vicinity of the subject property for the purposes already permitted in such zoning district, nor substantially diminish and impair other property valuations with the neighborhood; 4. The nature, location and size of the buildings or structures involved with the establishment of the special use will not impede, substantially hinder or discourage the development and use of adjacent land and buildings in accord with the zoning district within which they lie; 5. Adequate utilities, access roads, drainage, and/or other necessary facilities have been or will be provided; 6. Parking areas shall be of adequate size for the particular special use, which areas shall be properly located and suitably screened from adjoining residential uses, and the entrance and exit driveways to and from these parking areas shall be designed so as to prevent traffic hazards, eliminate nuisance and minimize traffic congestion in the public streets. The petitioner’s response to the standards is attached. SURROUNDING PROPERTY OWNERS Pursuant to Village Code, the contiguous property owners were notified by mail and a public hearing sign was posted on the subject property. The posting of the public hearing sign and the mailing of the notifications were both completed within the required timeframes. As of the date of this Staff Report, no inquiries have been received regarding the requested Special Use. STAFF RECOMMENDATION Page 7 of 29 Page 4 of 4 Staff recommends approval of the Special Use for a Child Care Center at 1390 Busch Parkway, subject to the conditions listed in the PZC motion due to the complimentary nature of the use with other businesses in the building and adequate parking availability. ACTION REQUESTED The Planning & Zoning Commission (PZC) shall open the public hearing and take public testimony concerning the Special Use request for a Child Care Center at 1390 Busch Parkway. The PZC shall make a recommendation to the Village Board regarding the requested Special Use. Suggested PZC Motion PZC moves to make a positive recommendation to the Village Board to allow a Special Use for a Child Care Center at 1390 Busch Parkway, subject to the following conditions: 1. The Special Use is granted to International Mental School, LLC (dba Kids Club) to operate a Child Care Center at 1390 Busch Parkway, which shall not run with the land. 2. EXECUTIVE SUMMARY Kids Club: Future Generation (referred to from hereon in as the “ Company”) was established as a Limited Liability Company at 3001 Nicklaus Ln, Wadsworth IL 60083 with the expectation of rapid expansion in the after school program industry. Business Description The company was formed as a Limited Liability Company under Illinois state laws and headed by Tatyana Khatamova. Tatyana Khatamova is a leader in after school education for school age children. The company provides fun and educational after school programs to children ages 5- 10 years. Each program offers small class sizes with 3 to 4 children per class/instructor in person, online or on a hybrid schedule. Business Mission To foster interest and love for learning through art, mental math, reading, coding and language arts. New Service The Company is prepared to introduce the following service to the market: After school academic program offering fun and educational approaches to art, math, reading and language arts. II. MARKETING SUMMARY The Company’s major target market is as follows: Parents and guardians of children ages 5-10 years in Northwest Suburbs as well as online, wishing to provide their children with additional skills and to promote the love for learning. Parents of first generation children born in the US wish to preserve their native language and therefore turn to the Company for support. The Company has developed a results driven program to challenge children as they develop academic and social skills. There are currently only tutoring services offered in the area for children that need assistance in their current curriculum. Our program is one of a kind as we promote learning all while staying true to their culture. PROMOTIONAL STRATEGY Page 10 of 29 The Company will promote sales using the following methods: We strive to become a household name in the After-School Program industry. To achieve our goal, we mainly rely on word of mouth of our current customers and have been very successful. In addition to referrals, we also plan to send out monthly flyers to residents in our service area. Additional exposure will be gained through social media, community outreach to local child care facilities and schools. Our team will also participate as vendors in local fairs to attract additional customers. As part of customer retention efforts, the Company will offer a free trial class to new customers. Customer retention efforts will be also be done through individualized progress reports and custom tailored programs. The Company will also offer workshops for parents that want to get more involved. Parents want to see their children grow their knowledge and skillset, therefore by allowing the parent to be a part of their journey parents will feel just as accomplished as the student. III. SERVICES OFFERED First-rate service is intended to be the focus of the Company and a cornerstone of the brand’s success. Programs currently offered include: art, math, speed reading, robotics, chess and STEM. In addition to programs mentioned above, the Company also works with children to learn and preserve their native language in a fun setting. Each program offers small class sizes with 3 to 4 children per class/instructor in person, online or on a hybrid schedule. The program strongly encourages Drop off and pick up methods for best practices and best outcomes by the students. Students are encouraged to be dropped off at the door in the parking lot and walk into the center. PRICING The Company will offer the following tuition options: 1. Pay per class (discounts offered to students attending more than one program) 2. Session Packages 3. Ongoing monthly fees at a discounted rate for unlimited classes IV. OPERATIONS AND LOGISTICS The Company will offer in-person, online and on a hybrid schedule. Our current programs are designed for classes of 3-4 students. Our operating hours are 4pm-8:30pm, with peak times at 5:30pm. There are currently 3 instructors on staff with a combine 35 years of experience in teaching school aged children. Students utilize software, educational platforms and communication tools to achieve their goals. VI. Financial Planning Expenses include: Inventory purchases, licenses, insurance and marketing costs Monthly Costs and ongoing costs include: Page 11 of 29 Rent Utilities Staff Payroll Projected Monthly Revenue: $15,000-$20,000 Funding Sources: Personal Savings Cashflow and all finances will be handled by Tatyana Khatamova. The Company has partnered up with local vendors to keep supply costs low. Pay structure for instructors is commission based to maintain motivation of instructors to seek new business and retain current customers. VII. Staffing and Training All instructors employed by the Company, must posses in the very least an Early Childhood Education Certificate. All instructors, regardless of ethnic background, must speak, read and write in English as well as at least one of the following languages: Russian, Ukrainian, Polish and Spanish. Training All instructors at the Company are required to attend continuous improvement and education course to ensure we are only providing the best and latest curriculum. Instructors are required to accurately fill out progress reports for students and create custom tailored programs to meet each child’s needs. Instructors are also required to check in with parents to ensure everyone is up to speed on the specific child’s needs and success. To promote a healthy and happy workplace, Instructors will attend a weekly team meeting to discuss issues, success stories and share plans for the following week. VIII. Legal & Administrative The Company affirms that its promoters have acquired all legally required trademarks and patents. The Company also affirms that all required licenses and permits to operate an After School Program have been acquired. Commercial General Liability insurance has been purchased. The Company has retained an attorney for future needs although the Company is not foreseeing any issues with payments due to the nature of the business being a pay as you go service and customers are not under contract. To remain compliant with all state regulations, an Online Data Privacy Agreement will be given out to each customer. Security Cameras will be set up to ensure we maintain a safe environment for the customers and staff. IX. Technology and Online Services The Company will utilize platforms such as Zoom, Skype and Microsoft Teams to accommodate students on a hybrid schedule. Teaching Schedule and curriculums will be shared with students and parents at the start of the year or at registration. The schedule and curriculum will be based on current students’ age groups and needs. Communication with clients will be done via phone, email, text and regular progress reports. Surveys will be conducted regularly to keep lines of communication open. Supplementary materials are not required for our programs. Page 12 of 29 X. Growth Plan As part of our growth plan, we plan to expand our programs into additional languages, adding more programs to the curriculum and hiring more staff. Our short term goals include adding additional locations to accommodate students that commute from other parts of Chicagoland. We are very committed to implementing this growth plan as our survey results show that most parents wish their children’s activities were not so scattered but to be all in once place. We strive to become that place. In the next 3-5 years, we would like to expand to at least 3 locations, Northwest Suburbs, City of Chicago and Southwest Suburbs. In doing so, you need to address the six (6) Special Use Standards listed below: SPECIAL USE STANDARDS 1. The special use will serve the public convenience at the location of the subject property; or the establishment, maintenance or operation of the special use will not be detrimental to or endanger the public health, safety, morals, comfort, or general welfare; Response: The special use of a kids' after-school tutoring program at this location will serve the public convenience by providing a welcoming and engaging environment for children to develop essential skills in both mathematics and the arts. This program promotes intellectual growth and creativity, which are critical components of a well-rounded education. By offering hands-on learning experiences and fostering collaboration among peers, the program encourages children to explore their interests and talents. Furthermore, the establishment and operation of this initiative will not be detrimental to public health, safety, morals, or general welfare. In fact, it will contribute positively to the community by providing constructive activities for children, reducing the likelihood of unsupervised or harmful behaviors. The program will also promote social interaction and inclusivity, supporting the development of friendships and teamwork skills. Overall, this special use serves to enrich the community while ensuring a safe and supportive environment for children to learn and grow. 2. The location and size of the special use, the nature and intensity of the operation involved in or conducted in connection with said special use, the size of the subject property in relation to such special use, and the location of the site with respect to streets giving access to it shall be such that it will be in harmony with the appropriate, orderly development of the district in which it is located; Response: The location and size of the kids' after-school tutoring program are well-suited to the needs of the Business Park and align with the principles of orderly development in the area and tenants. The program will operate within small classrooms, accommodating 7 to 10 children, creating an intimate and focused learning environment. This small class size ensures that each child receives personalized attention and support, which enhances the effectiveness of the educational experience. The program's limited operating hours will further contribute to its harmonious integration within the Business Park. By offering classes during non-peak times, we can minimize traffic and noise, maintaining a peaceful atmosphere for nearby residents. Additionally, the subject property is conveniently located near main streets, but tucked into the back end of the Park, providing easy access for families while allowing for safe drop-off and pick-up. Overall, the scale and nature of the program are in alignment with the surrounding area, fostering a community-driven approach to education that complements nearby establishments.
