Those present stood and pledged allegiance to the Flag. i � ROLL CALL ' Roll call indicated the following present: President Smith;Trustees Johnson,Cesario,Ottenheimer, Stein, Bocek,and Weidenfeld. Also present were: Dane Bragg,Village Manager; Patrick Brankin,Village Attorney;Chris Stilling,Deputy Village Manager;Mike Skibbe, Deputy Village Manager/Director of Public Works;Katie Golbach,Director of Human Resources;Tyler Grace,Assistant Village Manager/Administrative Services;Nicole Woods,Director of Community Development;Chris Black,Director of Finance; Molly Gillespie,Communications Director;Fire Chief Kane;Police Chief Budds;Deputy Police Chief Rodriguez;and Deputy Police Chief Spolar. APPROVAL OF MINUTES Moved by Weidenfeld,seconded by Ottenheimer,to approve the minutes of the October 21,2024,Regular Meeting. Moved by Bocek,seconded by Weidenfeld,to approve Wanant#1374 in the amount of$1,724,349.62 authorizing payment of bills listed. VILLAGE PRESIDENT'S REPORT T'here is no Village President's report tonight. VILLAGE MANAGER'S REPORT Chief Budds introduced Buffalo Grove's newest Police Officer,Denys Wolf,and presented a brief background of Officer Wolf's credentials. � Board of Fire& Police Chief Chair McKee administered the Oath of Office to Officer Wolf,after which his i sister pinned his star on,and he was congratulated by the audience and the Board. � Officer Wolf thanked the Board for this opportunity and noted that he looks forward to being�a part of the Buffalo Grove Police Deparhnent. Mr. Bragg announced that the 2025 Draft Budget is published and currently available on the Village website. `.s The Public Hearing for the 2025 Budget will be held on November 18,2024,at 7:30 P.M. 13729 11/04/2024 �� TRUSTEE REPORTS There are no Trustee Reports tonight. I President Smith explained the Consent Agenda, stating that any member of the audience or the Board could il � request that an item be removed for full discussion;there were no such requests. The Village Clerk read a brief � synopsis of each of the items on the Consent Agenda. Ordinance No.2024-103—Chamber of Commerce Motion to pass Ordinance No.2024-103 authorizing an Agreement with the Buffalo Grove Lincolnshire Chamber of Commerce. Municipal Compliance Report-Fire Motion to accept the Municipal Compliance Report for the Year Ending 12/31/2023 -Fire Pension Fund. Municiaal Compliance Report-Police Motion to accept the Municipal Compliance Report for the Year Ending 12/31/2023 -Police Pension Fund. Ordinance No.2024-104—Aptakisic Jr.High School Motion to pass Ordinance No.2024-104 approving a Plat of Consolidation,a Zoning Map Amendment,and an '� Amendment to the Special Use and Preliminary Plan to accommodate a Proposed Parking Lot Expansion at Aptakisic Junior High School at 1231 Weiland Road, 1351 Abbot Court,and Aptakisic Park. Resolution No.2024-26—Private Activitv Bond Motion to pass Resolution No.2024-26 ceding the 2024 Unused Private Activity Bond Volume Cap. ORDINANCE NO.2024-107—FIRE DEPARTMENT VEHICLE I Moved by Cesario,seconded by Johnson,to pass Ordinance No.2024-107 approving an ordinance purchasing one(1)squad from LDV Custom Specialty Vehicles in accordance with the[llinois Governmental Joint L/ Purchasing Act(30 ILCS 525/0.01 et seq.)in a total amount not to exceed$441,000,subject to the final review and approval of the Village Attorney. 13730 ll/04/2024 �/ Chief Kane reviewed the proposed ordinance,details of which are contained in the Agenda Item Summary that he prepared. ORDINANCE NO.2024-108—CONSTRUCTION AGREEMENT Moved by Cesario,seconded by Ottenheimer,to pass Ordinance No.2024-108 authorizing the Village Manager to execute a contract with Fredrick Quinn Construction Management(FQC)to provide construction management and supervision services in an amount not to exceed$48,700,waiver of bids,and authorization allowing Frederick Quinn Corporation,subject to the review and approval by the Village Manager,the ability to execute multiple construction contracts for the Temporary Fire Station,not to exceed a total of$275,000.00,in accordance with the terms and conditions of this Ordinance.The combined total expenditure shall not exceed �I $323,700 and shall be subject to the final review and approval by the Village Attorney. , I Chief Kane reviewed the proposed ordinance,details of which are contained in his memo to Mr. Bragg of I October 28,2024,after which he answered questions from the Board. �I Upon roll call,Trustees voted as follows: '� AYES: 6—Johnson,Cesario,Ottenheimer, Stein,Bocek, Weidenfeld ' NAYS: 0—None `./ Motion declared canied. TRUTH IN TAXATION Moved by Bocek, seconded by Weidenfeld, to approve the determination that it will not be necessary to publish far and hold a Public Hearing as required by the Truth in Taxation Act and authorizing the Village President to execute the required Certificate of Compliance. , Mr. Black reviewed the proposed ordinance,details of which are contained in his memo to Mr.Bragg dated November 4,2024,after which he answered questions from the Board. BUFFALO GROVE DAYS REPORT ' L/ Refening to a PowerPoint presentation,Ms.Gillespie presented a review and wrap up of the 2024 Buffalo Grove �li Days event,including the final financial report,details of which may be found in the memo that she and Joe Zimmermann sent to the Village Board and the Board of Commissioners of the Buffalo Grove Park District dated October 31,2024,after which she responded to comments and questions from the Board. BUFFALO GROVE COMMUNITY FOUNDATION Moved by Weidenfeld,seconded by Johnson,to approve a memorandum of understanding with the Buffalo �'' Grove Community Foundation,pending final review and approval of the Village Attorney. � 13731 11/04/2024 �/ Mr. Skibbe reviewed the proposed Memorandum of Understanding,details of which are contained in the October 30,2024,memo that he sent to Mr. Bragg,after which he answered questions from the Board.
