President Smith called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the
Flag.

ROLL CALL
Roll call indicated the following present: President Smith;Trustees Johnson,Cesario,Ottenheimer, Stein,
Bocek,and Weidenfeld.
Also present were: Dane Bragg,Village Manager;Patrick Brankin,Village Attorney;Chris Stilling,Deputy
Village Manager;Mike Skibbe,Deputy Village Manager/Director of Public Works;Tyler Grace,Assistant �
Village Manager—Administrative Services;Chris Black,Finance Director; Katie Golbach,Director of Human
Resources; Molly Gillespie,Communications Director;Nicole Woods, Director of Community Development;
Jim Warnstedt,Deputy Public Works Director;Kyle Johnson, Deputy Public Works Director/Village Engineer;
Bryan Beitzel,Maintenance Superintendent; Police Chief Budds;and Fire Chief Kane.
T'he Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics,with
staff answering questions from the Board on each topic.
VILLAGE PRESIDENT'S REPORT
President Smith announced that our former Village Attorney,William Raysa,died recently,and he recalled the
`� exceptional expertise that Mr. Raysa provided to Buffalo Grove during his tenure,which saw Buffalo Grove
nearly quadruple in size. The Village Clerk also commented on what a privilege it was to work with Mr. Raysa
for 40 years. The Board and the entire community send condolences to Bill's family.
President Smith remembered the one-year anniversary of 10/07/24 Hamas terrorist attack on Israel and noted
that we are all tasked to pray for peace in the Middle East. President Smith cited a vigil being held in Skokie
tonight honoring the victims of that attack which was attended by his wife.
President Smith read a Proclamation recognizing November 7,2024,as the District 214 32"d Senior
Celebration Day.
FIRE BUDDY FOOD TRUCK
Firefighter Jake Senese provided an update on the Project Fire Buddies Food Truck event that was held this past
July. This event engages our residents and builds our sense of community. FF Senese thanked Chief Kane and
Deputy Chief Collins for their support.
PUBLIC WORKS REACCREDITATIOIv PRESENTATION
� Larry Hummel, Director of Region V of the American Public Works Association,presented the successful �
reaccreditation of our Public Works Department for 2024-2028. Buffalo Grove Public Works has been
accredited since 2004 and is one of only 11 public works agencies so honored in the State of Illinois, reflecting
our Public Works team's professionalism and commitment to continuous improvement and the pride they take
in their ability to meet the needs of our residents promptly and effectively.

Mr. Skibbe expressed thanks and appreciation to Mr. Warnstedt and Mr.Johnson and every member of the
Public Works Department for their dedication and hard work.

PRELIMINARY 2024 PROPERTY TAX LEVY
Referring to a PowerPoint presentation, Mr.Black reviewed the preliminary 2024 Property Tax Levy,details of
which are contained in his memo to Mr. Bragg dated October 7,2024,and after which he answered questions
from the Board.
COMPREHENSIVE PLAN DRAFT PREVIEW

Using an extensive PowerPoint presentation, Ms. Woods reviewed a preview of the Comprehensive Plan Draft,
details of which are contained in her memo to Mr. Bragg of October 7,2024. Ms. Woods highlighted the
process used to get to this point and what the vision is for the future,after which she answered questions from
the Board.

President Smith reviewed the parameters to be followed by speakers and asked if there were any questions from
the audience on items not on tonight's agenda;there were no such questions.
ADJOURNMENT
Moved by Ottenheimer,seconded by Johnson,to adjourn the meeting. Upon roll call vote,Trustees voted as
follows:
AYES: 6—Johnson,Cesario,Ottenheimer,Stein, Bocek, Weidenfeld
NAYS: 0—None
