RESOLUTION NO. 83-16
OPPOSING THE PASSAGE OF S.66 IN ITS
PRESENT FORM AND SUPPORTING CERTAIN
AMENDMENTS TO THE BILL PROPOSED BY
THE UNITED STATES CONFERENCE OF MAYORS
WHEREAS, Senate Bill 66, the Cable Telecommunications Act of 1983,
is intended to establish a federal policy concerning cable communications;
and,
WHEREAS, S.66 in its present form defeats local objectives concern-
ing cable communications, and would nullify and void contractual commitments
agreed to jointly between the Village and its cable television franchisee as
established through months of negotiation; and,
WHEREAS, it is the opinion of the Board of Trustees of the Village
of Buffalo Grove that S.66 in its present form represents an undesirable
usurpation of local government authority and is contrary to the best interests
of the Village and its residents; and,
WHEREAS, the United States Conference of Mayors has drafted certain
amendments to S.66 which will be offered by Senator Alan Dixon of Illinois;
and,
WHEREAS, the effect of these amendments would restore much of the
local control and authority over the cable television franchising process
threatened by S.66:
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Buffalo Grove, Cook and Lake Counties, Illinois, as follows:
1. That the amendments proposed by the United States Conference
of Mayors to the following Sections of S.66 be adopted: Section 603(1) (Basic
Service) ; Section 609 (Franchise Renewal) ; Section 607 (Rate Regulation) ; Section
613, 614 (Protection of Third Party Access) ; Section 2(a) (Jurisdiction) ; and
Section 4 (Grandfather Existing Contracts and Contracts Under Negotiation) .

2. That the Village Clerk is hereby authorized and directed to
transmit a certified copy of this Resolution to United States Senators
Alan Dixon and Charles Percy, United States Congressmen John Porter and
Philip Crane, and the sponsor of S.66, Senator Barry Goldwater.
