A RESOLUTION ADOPTING A PROGRAM TO TERMINATE REGULAR PUMPAGE FROM THE DEEP
ACQUIFER
WHEREAS, the conditions of Lake Michigan Allocation Permit No. 018
require each permitee which uses water from deep acquifer pumpage to submit
a phased program to end the practice of utilizing this pumpage to meet its
normal water demands, and;
WHEREAS, the Northwest Water Commission is the agency which is
anticipated to provide Lake Michigan Water to Buffalo Grove, and;
WHEREAS, the financial planning of the Northwest Water Commission
is based upon a revenue projection which requires its members to pay for
Lake Michigan Water in the quantity of its total water consumption regardless .
of whether or not Lake Michigan Water is actually drawn from the Commission 's
transmission system, and;
WHEREAS, the cost of constructing modifications to Buffalo Grove's
water system which are needed in order to insure that certain water quality
problems associated with the normal use of co-mingled ground and Lake waters
may be prohibitive, and;
WHEREAS, the possibility exists that the proposed transmission
system which will deliver Lake Michigan Water to Buffalo Grove may be subject
to occasional failures which would require an alternate emergency water source
in order for Buffalo Grove to meet its normal water demand, and;
WHEREAS, the existing Buffalo Grove water system currently includes
ground water wells which,if adequately maintained, could provide a source of
water suitable as an emergency back-up water supply;
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Buffalo Grove that:
1 . The Village of Buffalo Grove will terminate the use of its
ground water well system as the Village's normal source of
water immediately following the initiation of delivery to
Buffalo Grove of Lake Michigan Water through the Northwest
Water Commission's water transmission system.

2. The one hour well drawdown pumping test which is currently
performed once each week will continue to be performed on
each well to insure that the Village's well system is main-
tained in a condition suitable for an emergency back-up
source of water.
