A RESOLUTION ACCEPTING LAKE MICHIGAN WATER ALLOCATION PERMIT NO.018
WHEREAS, the Secretary of the Illinois Department of Transportation
issued a permit to allocate Lake Michigan Water to Buffalo Grove on February
28, 1981 , and;
WHEREAS, official acceptance of the Permit and the conditions spec-
ified on the Permit is required in order to properly establish the allocation ;
NOW, THEREFORE BE IT RESOLVED, by the President and Board of Trustees
of the Village of Buffalo Grove that :
1 . Lake Michigan Allocation Permit No. 018 and the conditions
specified thereon are hereby accepted.
2. The Village President and Village Clerk are hereby authorized
and directed to execute and attest the execution of the ac-
ceptance slip for Lake Michigan Allocation Permit No. 018, a
copy of which Permit, Conditions of Permit, and Acceptance
Slip is attached hereto and made a part thereof.

Conditions of Permit
As a condition of receiving an allocation of Lake Michigan water,the Department requires that all
permittees comply with the following:
1) That a) all new water services be metered.
b) all existing unmetered services be metered as part of any major remodeling.
2) That(where applicable to permittee) permittee will modify local plumbing codes or ordinances to
require:
a) The installation of the following water efficient plumbing fixtures(based on a pressure at the
fixture of 40 to 50 psi) in all new construction and in all repair and/or replacement of fixtures or
trim:

b) the installation of closed system air conditioning in all new construction and in all new
remodeling.
c) that all lavatories for public use in new construction or remodeling be equipped with
metering or self-closing faucets.
d) that all newly constructed or remodeled car wash installations be equipped with a water
recycling system.
3) That all permittees will agree to submit to the Department proposals designed to reduce or eliminate
wasteful water use and to reduce unaccounted-for flows to 12%or less in 1981 and to 8%or less in 1986
and all years thereafter,based on net annual pumpage,and procedures used to determine efficiency of
water metering or accounting in permittee's system.
The Department may grant an exception to the unaccounted-for flow requirements only for the period
1981 to 1986. In determining the merits of a request for exception,the Department may consider
engineering studies of the unaccounted-for flow of water systems and proposed compliance schedules by
the permittee that have been authorized by the governing body of the permittee.
4) That all permittees will limit hydrant uses to 1%or less of net annual pumpage by 1981.The Department
may grant an exception to this requirement if it can be shown,by the permittee that this requirement can
not be met.In determining the merits of a request for an exception,the Department may consider
engineering studies of hydrant uses and unusual circumstances during an annual accounting period.
5) That within 90 days of receipt of an allocation permit,each permittee which uses any water from deep
aquifer pumpage shall submit a phased program to end this practice.
6) That permittee will comply with all applicable reporting requirements as specified in Section 820.309
of the Department's Rules and Regulations for the Allocation of Lake Michigan Water.
