RESOLUTION NO. 81 - 9
A RESOLUTION STATING THE VILLAGE'S ACTION ON THE LAKE COUNTY
PROPOSED ALTERNATIVE III B PLAN FOR VERNON TOWNSHIP
WHEREAS, Lake County has submitted a proposed Alternative
III B Land Use Plan for Vernon Township and
requested our review of said plan; and
WHEREAS, The Plan Commission has submitted its recommendations
to the Village President and Board of Trustees of the
Village of Buffalo Grove; and
WHEREAS, The Village President and Board of Trustees has
reviewed said recommendations.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Buffalo Grove, Cook and Lake Counties, Illinois, that:
1 . The proposed Lake County Alternative III B Plan for Vernon
Township is not in the best interests of the Village of Buffalo Grove.
2. The Village feels that facilities are or can be made available
for a greater amount of development than indicated in the plan.
3. The Village of Buffalo Grove reendorses the Alternative which
the Village has previously submitted to Lake County (attached) for their
review and requests that Lake County seriously consider that proposal .
4. The Village of Buffalo Grove is willing to enter into boundary
agreements based upon the attached map.
5. The Village of Buffalo Grove will consider entering into a
land use agreement after the adoption of our own comprehensive plan revision.
6. The Village of Buffalo Grove requests Lake County to consider
the following assumptions in the further development of their comprehensive
plan:
A) That the year 2000 NIPC population forecast will be a basis
for planning in Vernon Township.
B) The County of Lake will not expand its involvement in
urbanized development.
C) That Lake Michigan water assumptions for Vernon Township
planning should be based upon the final Lake Michigan
allocation order.
D) That housing needs generated as a result of major
developments such as the Lincolnshire Corporate Center,
should not be ignored in the Township, but planned for
in a system-like manner.
E) That she County of Lake, as a matter of policy, commit
itself to support a systematic expansion of highways and
sanitary sewage treatment facilities to accommodate the
year 2000 projections, as well as provide economic servicing
operations for existing conditions.
F) That specific land use considerations continue to be
conducted as a municipal prerogative without new legislation
or contractual county involvement other than highway and
sewer systems development.
G) That the plan reflect that metropolitan Chicago has the
greatest external impact in Lake County, and that southern
Lake County and its growth will be in response to that economic
demand.
