1981-50 RESOLUTION 81- 50 WITHDRAW FROM. THE VERNON AREA GOVERNMENT ASSOCIATION WHEREAS , through Village Resolution 78-17 the Village of Buffalo Grove formed and joined the Vernon Area Government Association, commonly known as VAGA, and WHEREAS , VAGA was formed "for the purpose of meeting together at regular intervals to discuss and study community challenges of mutual interest and concern and to develop policy and action recommendations for possible implementation by member local governments" , and WHEREAS , the Village of Buffalo Grove has actively participated in VAGA by expressing our thoughts and philosophy on the Lake County Comprehensive Plan, and WHEREAS , notwithstanding the input given by Buffalo Grove, members of VAGA have endorsed land planning policies contrary to the interests of Buffalo Grove which seek to impose severe boundary restrictions on Buffalo Grove and peril to Buffalo Grove' s economic policies , and WHEREAS , the Village of Buffalo Grove and members of VAGA have participated through several planning forums involving transportation planning , and WHEREAS , since 1979 , the Village of Buffalo Grove has developed and sponsored through The Lake Urbanized Region CATS Council of Mayors , the improvement to Illinois 83 consistent with published studies and reports of VAGA, Lake County Planning Department , Chicago Area Transportation Study (CATS) and with the support of Illinois Department of Transportation, the Trans- portation Committee of Lake Urbanized Region CATS Council of Mayors , the Village of Buffalo Grove , the Village of Long Grove, and WHEREAS , funds have now become available to pay for improvements to Illinois 83 , and r -2- WHEREAS , since funds have become available , an active and concerted effort has been made by VAGA Village Presidents to shift funding from Illinois 83 to undefined and unpublished road improvements in Vernon Township involving intersections on Ill. 22 and add lanes on Illinois 60 , and WHEREAS , VAGA Village Presidents have met to discuss strategies to eliminate funding for Illinois 83 and have actively involved themselves in efforts to shift highway funding to unstudied and undefined improvements on Illinois 60 and Illinois 22 , and WHEREAS , the efforts of VAGA Village Presidents have resulted in a recommendation on October 21, 1981 by Lake Urbanized Region CATS Council of Mayors to support the expenditure of all funds otherwise available to Illinois 83 to be expended on undefined and unpublished improvements to Illinois 22 , and Illinois 60 contrary to the recommendation of the Illinois Department of Transportation, the Transportation Committee of the Lake Urbanized Region CATS Council of Mayors and the Village of Buffalo Grove, and WHEREAS , such actions are determined by Buffalo Grove to be irresponsible, threatening to the life safety of the motoring public in Vernon Township , inappropriate and ill conceived and not serving the public interest , and WHEREAS , the patterns and actions of VAGA Village Presidents excluding Buffalo Grove from participation in this matter and proceeding outside the guidelines of professional planning violates the spirit and intent of VAGA and does not serve the interests of Buffalo Grove or Vernon Township. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES , ILLINOIS , that : -3- 1. The Village of Buffalo Grove goes on record as strongly disagreeing with our neighbors efforts to meet and develop strategies about planning and public improvement issues which effect the Village of Buffalo Grove and the Township without seeking Buffalo Grove ' s advise and direction. The Village especially opposes the actions of Vernon Hills , Lincolnshire, Riverwoods and Long Grove to support undefined and unpublished improvements to Illinois 22 and Illinois 60 which can only occur at the expense of the Illinois 83 reconstruction program. These activities are determined by Buffalo Grove to be a breach of trust and a violation of the VAGA enabling resolution, 18-17. 2 .That the Village of Buffalo Grove notifies each member of VAGA of our withdrawal from VAGA effective January 2 , 1982 . AYES : 5 - Marienthal , Stone, O'Reilly, Gerschefske, Schwartz NAYES : 1 - Hartstein ABSENT: 0 - None PASSED: November 2, 1981 APPROVED: November 2, 1981 Village President ATTEST: � r �?i"r '1ltctvi Village Clerk I RESOLUTION #78-17 me , .there is need and reason for the formation and operation, as authorized by Illinois Revised Statute, of a voluntary organization to be known as the Vernon Area Government Association (VAGA) , for the purpose of meeting -together at regular intervals to discuss and study community challenges of mutual interest and concern, and to develop policy and action recommdndations for possible implementation by member local governments and; me , a , we realize that our individual and common destinies rest with the interdependent actions of the local governments which comprise our region and; , this voluntary organization would be a vehicle for closer cooperation and not a new layer of governments nor a super-government and; WHEREAS, our goal is to retain and strengthen local rule while combining our total resources for regional challenges beyond our individual capabilities. NOW THEREFORE BE'IT RESOLVED, that the Villages of Bannockburn, Buffalo Grove, Lincolnshire, Long Grove, Mettawa, Riverwoods, and Vernon Hills, Lake County, Illinois, form and join the Vernon Area Government Association as of the date and approval of this resolution by each of the villages and; BE IT FURTHER RESOLVED that the (name of village)does hereby declare to be a member of the said Vernon Area Government Association and; IT IS FURTHER RESOLVED, that this group shall meet'quarterly and in addition, that (name of Vil.) may withdraw from the said Association upon 60 days notice by resolution of the governing body.
