2024-08-05 - Village Board Committee of the Whole - Minutes � MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE VILLAGE PRESIDENT& BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE HELD IN THE JEFFREY S.BRAIMAN COUNCIL CHAMBERS AT VILLAGE HALL,50 RAUPP BOULEVARD, BUFFALO GROVE,ILLINOIS,MONDAY AUGUST 5,2024 CALL TO ORDER � President Smith called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Smith;Trustees Johnson,Cesario,Ottenheimer,Stein, Bocek,and Weidenfeld. Also present were: Dane Bragg,Village Manager;Patrick Brankin,Village Attorney;Chris Stilling,Deputy Village Manager;Mike Skibbe,Deputy Village Manager/Director of Public Works;Tyler Grace,Assistant Village Manager—Administrative Services;Chris Black,Finance Director;Katie Golbach,Director of Human Resources;Molly Gillespie,Communications Director;Nicole Woods,Director of Community Development; Jim Warnstedt,Deputy Public Works Director;Kyle Johnson,Deputy Public Works DirectorNillage Engineer; Tyler Ankney,Public Works Management Analyst;Geoff Tollefson,Director of Golf Operations;Police Chief Budds;Fire Chief Kane;and Deputy Fire Chief Collins The Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics,with staff answering questions from the Board on each topic. i, � FIItE DEPARTMENT BADGE PRESENTATIONS ', Chief Kane reviewed the career and credentials of Battalion Chief Dan Pasquarella. Battalion Chief Pasquarella � has been with the Buffalo Grove Fire Department since 2009 and was named the Rotary Club of Buffalo Grove's 2023 Firefighter of the Year and has served as president on the Fire Pension Board,leads the , DepartmenYs CPR Program and is a member of the technical rescue team. Chief Kane administered the Oath ' of Office to Battalion Chief Pasquarella,after which his father pinned on his Battalion Chiefls badge as he was congratulated by the audience and the Board. Chief Kane reviewed the career and credentials of Lieutenant Dan Downey. Lieutenant Downey has been with the Buffalo Grove Fire Department since 2017 and is a state certified Company Fire Officer and a member of the Background Investigation Team. Lieutenant Downey's wife,Polly,pinned on his Lieutenant's badge as he was congratulated by the audience and the Board. ROTARY CLUB AWARD Buffalo Grove Rotary President Lisa Siwek reviewed the Bill Reid Community Service Award. Ms.Siwek then reviewed the contributions that recipient Paul Zucker has made to the Village of Buffalo Grove by volunteering since 1987. Mr.Zucker is an original member of the Buffalo Grove Emergency Management Agency, /""� volunteering since the Agency's inception in 1987;he has created communications systems for emergency �J vehicles in Buffalo Grove and surrounding communities and has crafted countless emergency plans. Mr. Zucker thanked the Rotary Club,the Village,the Buffalo Grove Police and Fire Departments,and his family for their part in honoring him with this award. CRD � Using a PowerPoint presentation,Mr.Ankney provided an overview of the strategic planning efforts for the Rick Kahen Commission for Residents with Disabilities. 2025 CAPITAL IMPROVEMENT PROGRAM � Using an extensive PowerPoint presentation,Mr.Johnson and Mr.Warnstedt reviewed the initial presentation of the 2025 Capital Improvement Program(CIP)requests. This presentation highlights the requests to the ' Village Board for discussion purposes only. 2025 GENERAL WAGE INCREASE Ms.Golbach reviewed the 2025 General Wage Increase and Merit Pool Recommendation,details of which are � contained in her memo to Mr.Bragg of August 5,2024. � J FY 2024 SIX-MONTH REPORT Mr.Black reviewed the FY 2024 Six-Month Report,details of which are contained in his memo to Mr.Bragg o August 5,2024. 2024 PRELIMINARY TAX LEVY Mr.Black reviewed the 2024 Preliminary Tax Levy,details of which are contained in his memo to Mr.Bragg o August 5,2024. QUESTIONS FROM THE AUDIENCE President Smith reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonight's agenda. A representative from Hindu Swayamsevak Sangh USA Inc.invited everyone to take part in Universal � Oneness Day on September 21,2024,at 3:00 P.M.at the Buffalo Grove Park District Community Arts Center. EXECUTIVE SESSION Moved by Stein,seconded by Ottenheimer,to move to Execution Session to discuss: Section 2(C)(2)of the Illinois Open Meetings Act:Collective Negotiating Matters Between the Public Body and Its Employees or Their Representatives,or Deliberations Concerning Salary Schedules for One or More Classes of Employees and Section Z(C)(5)of the Illinois Open Meetings Act: (5)the Purchase or Lease of Real Property for the Use of the Public Body,including Meetings Held for the Purpose of Discussing Whether � a Particular Parcel Should be acquired.
