1980-11-17 - Resolution 1980-48 - Supporting a Modification of the Basis for Levying the Illinois Motor Fuel Tax RESOLUTION NO. 80 A RESOLUTION SUPPORTING A MODIFICATION OF THE BASIS FOR LEVYING THE ILLINOIS MOTOR FUEL TAX WHEREAS, the Illinois Motor Fuel Tax is currently collected as a fix- ed tax on each gallon of gasoline sold, and: WHEREAS, the statewide rate of increase of miles driven annually has now reduced to less than one (1 ) percent per year while the mileage per gallon efficiency of vehicles has increased significantly resulting in an 8.2% decrease in the gallonage tax revenue during the past year, and; WHEREAS, the cost of maintaining and constructing streets and roads is increasing rapidly as reflected in the twenty-six (26) per cent increase from 1978 to 1989 in the unit costs which the Village has paid for contractually installed bituminous concrete surfaces, and; WHEREAS, the Village of Buffalo Grove' s Motor Fuel Tax Allocation decreased by one (1 ) per cent from 1978 to 1979 despite the fact that a special census in 1978 established a twelve (12) per cent increase in the Village popu- lation upon which the Motor Fuel Tax Allotments are based, and; WHEREAS, despite the introduction of a sales tax transfer to the Motor Fuel Tax Fund in 1980 the Village of Buffalo Grove's 1980 allocation is projected to increase only eight (8) per cent which is less than the recent rate of increase of road construction and maintenance cost, and; WHEREAS, this simultaneous decline in Motor Fuel Tax Revenues and increase in the cost of street maintenance and construction is causing neces- sary street maintenance and construction to be deferred, and; WHEREAS, as the continuation of this trend will result in an increas- ing rate of deterioration of the State and Local Transportation System; NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of Trustees of the Village of Buffalo Grove, that: SECTION ONE: It is recommended that the State of Illinois change the Motor Fuel Tax Revenues presently collected as a fixed tax on each gallon of gasoline sold, to a percentage tax collected on the gross sales of gasoline.
