1980-07-21 - Resolution 1980-38 - Resolved that the Federal Income Tax Laws provide an incentive to individuals who use mass transit.. RESOLUTION NO. 80- 38 WHEREAS, the residents of Buffalo Grove and the United States have become dependent on gasoline produced by the purchase of foreign oil ; and WHEREAS, the price for foreign oil has steadily increased; and WHEREAS, this increase in the price of foreign oil has contrib- uted, in large part, to increasing inflation and shortages of gasoline, and threatens the American economy; and WHEREAS, it has generally been accepted that the increasing use of public transportation as an alternative to private passenger automobile use will lessen the dangers of inflation, gasoline shortages and threats to the American economy by more efficient use of gasoline and other energy sources; and WHEREAS, it has been accepted that gasoline can be conserved by the use of more efficient gasoline use per mile of travel ; and WHEREAS, the present federal income tax laws offer little in- centive to the use of public transportation as opposed to private passenger automobile transportation; and WHEREAS, the present federal income tax laws in fact encourage the use of private passenger automobile transportation; NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Buffalo Grove and the Transportation Commission of the Village of Buffalo Grove, Illinois that: SECTION 1 . The federal income tax laws provide an incentive to individuals and industry to convert to and use public transportation by allowing a full itemized tax deduction for federal income tax pur- poses on individual , corporate and other federal tax returns for the actual cost expended by each taxpayer for the cost of public transportation. -1- -2- SECTION 2. Reimbursement to employees for the actual cost of public transportation use be excluded from the individual 's gross income for federal income tax purposes; SECTION 3. The necessary adjustments and amendments in the federal income tax laws be made effective as soon as possible; SECTION 4. This resolution be presented to the public officials concerned with the problems, causes and remedies described herein.
