A RESOLUTION ACCEPTING THE CONTRACT FOR COOPERATIVE
POLICE SERVICES BETWEEN THE VILLAGE OF BUFFALO
GROVE AND HIGH SCHOOL DISTRICT #125
WHEREAS, it has been determined by the corporate authorities
of the Village of Buffalo Grove and of High School District #125,
respectively, that a contract for cooperative Police services is in the
best interests of each municipal corporation, and
WHEREAS, the President and Board of Trustees of the Village
of Buffalo Grove desire to share services with High School District #125
as provided in Article VII , Section 10 of the Constitution of the State
of Illinois of 1979;
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois ,
that the Village President and Clerk are hereby authorized and directed
to execute a contract for Cooperative Police Services between the Village
and High School District #125, copy of said contract is attached and made
a part hereof.

CONTRACT FOR COOPERATIVE POLICE SERVICES
Between the Village of Buffalo Grove and
High School District #125
THIS AGREEMENT, Made and entered into by the signa-
tories, to be effective August 25, 1980, pursuant to
authority of the Illinois Constitution and State Statutes,
by and between the VILLAGE OF BUFFALO GROVE, an Illinois
municipal corporation, hereinafter referred to as the
Village, and the Board of Education Adlai E. Stevenson
High School 125 hereinafter referred to as the district,
WITNESSETH:
WHEREAS, Article VII, Section 10, of the Constitution
of the State of Illinois of 1970 provides that units of
local government may contract or otherwise associate
among themselves to obtain or share services and to
exercise, combine, or transfer any power or function in

any manner not prohibited by law or by ordinance and may
use their credit, revenues, and other resources to pay
costs related to intergovernmental activities; Chapter 127,
Ill. Rev. Stats., paragraphs 741-748, further authorizes
Intergovernmental Cooperation, and
WHEREAS, it has been determined by the corporate
authorities of the Village and Board of Education of the
District, respectively, that this Agreement is in the best
interests of each of the signatories of this agreement;

The Village of Buffalo Grove agrees to furnish one (1)
• Police Officer to serve as "Police Counselor" during the
duration of the 1980-81 academic year (10 months for purposes
of this agreement) and assumes no obligations other than the
completion of the conditions and responsibilities specifically
listed here within the confines of this agreement, and
exhibits thereto or as subsequently agreed to in writing by
the Village and District.
Subscriber agrees to pay the Village of Buffalo Grove
in monthly installments 50% of the attendant costs for one
(1) officer for 10 months, including salary, clothing allowance,
required equipment, pension contributions, workman's compen-
sation contributions, unemployment insurance contributions
and all other benefits which accrue to full time employees
of the Village of Buffalo Grove.
The working schedule and duties of the Officer assigned
shall be agreed upon between the parties. The Village of
Buffalo Grove will furnish the officer, and supervision and
support services required to provide such police service,
together with all equipment necessary for the performance
of his duties not provided by serviced subscriber.
The Officer furnished by the Village of Buffalo Grove
will remain an employee of the Village of Buffalo Grove.
The conduct of any officer hereunder assigned is to be
guided by Rules and Regulations of the Buffalo Grove Police
Department. The Village of Buffalo Grove is responsible for

• the direct supervision of its officers. Wherein additional
working hours are required beyond the prescribed normal
"academic day" this additional expense shall be borne by
subscriber at the same rate. The Village of Buffalo Grove
agrees that the police services to be provided hereunder
shall be performed by qualified employees in strict con-
formity with the best practices and highest applicable
standards.
The Village of Buffalo Grove Police Counselor deputized
by the Lake County Sheriff shall have the authority to arrest,
file complaints, and prosecute, violations of District 125,
the County of Lake Ordinances and State statutes, at his
discretion, consistent with good policing practices. The
Village of Buffalo Grove will collect and receive all fines
and forfeitures from such prosecution.

The term of this agreement shall commence on 25 August
1980 , and shall continue in full force, and effect

during the 1980-81 academic year, but may be terminated by
either party upon seven (7) days advance written notice to
the other. Renewable by letter of intent from District 125
and acceptance thereof by the Village of Buffalo Grove.

Terms/Services To Be Provided:
1. The Police Counselor will be in all outward respects,
save those this which would otherwise conflict with
the terms of this agreement, a member of the Adlai
Stevenson Pupil Personnel Services Staff.
2. The Police Counselor will enforce where possible and
applicable traffic ordinances and statutes on the campus.
3. Make official reports and file same on all police
related matters (e.g. Theft, Vandalism, Motor Vehicle
Accidents, etc.), in accordance with Buffalo Grove
Police Department policy and procedures.
4. Make necessary "follow up" investigations on law
violations.
5. Attend court as required as a result of complaints filed
with the proper courts due to incidents occurring on
campus.
6. Patrol the interior of the school buildings during
classes and passing periods.

{ 7. Attend a monthly Police Counselor meeting with School
District 125, 211 and 214.
8. Give seminars or classes on Narcotics, Narcotic para-
phernelia and other drug related information to faculty •
• and staff members at the beginning of the academic year
and individually as required/requested.
9. Attend staffings for students when requested by guidance
personnel.

10. Work with faculty and administration in petitioning
students who are habitually truant.
11. Work with students who have personal problems, legal
problems or other problems in building a good rapport
with students.
12. Act as liaison with other police agencies regarding
investigation of criminal activity when requested by
other police agencies.
13. Address classes on civil responsiblity, law, etc., when
requested to do so.

14. Make recommendations for legislative ordinance packages
•
to alleviate any occurring problems.
•
15. All vacation time due the police officer will be com-
patible with the school year. Vacation time will not
be taken during the 180 days when students are present.
16. All police training will be compatible with the school
year or upon approval of the principal.
17. The police counselor will be "page equipped" with this
equipment provided by the Village of Buffalo Grove.
18. The Buffalo Grove Police Department has the right to
utilize the police counselor during any academic day
on police matters. In all cases the principal or pupil
personnel services division head will be notified as soon

as possible.

19. A daily functional time card will be kept by the police
counselor with copies filed both at the school and
police department.
20. The police counselor will enforce those school rules
listed in the student hand book which are consistent
with the expectations for enforcement by all regular
school employees.
21. The police counselor will serve in a supervisory role
for specific co-curricular activities as specified
by the pupil personnel division head. These activities
will be determined in writing no later than September 15,
of each school year.
22. The police counselor shall take the major responsibility
for traffic control in the parking lot and at the exit
to Route 22 during major school functions. A uniformed
police officer shall be employed for each of these
activities and assigned responsibilities from the police
counselor. The number of these activities shall be
consistent with item 21. All activities specified must
be mutually agreed to and with additional compensation
to the police counselor at $15.00 per hour.
