A RESOLUTION APPROVING THE "WELL NUMBER SEVEN ENGINEERING SERVICES
AGREEMENT"
WHEREAS , the President and Board of Trustees of the Village
of Buffalo Grove desire to proceed with construction of Well Number
Seven, and;
WHEREAS , consulting engineering services are required in order
to proceed with the project
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Buffalo Grove , Cook and Lake Counties ,
Illinois that the President and Clerk be , and they are hereby
authorized and directed to execute the "Well Number Seven Engineer-
ing Services Agreement" . A copy of said contract is attached hereto
and made a part hereof.

• WELL NO. 7, ENGINEERING SERVICES AGREEMENT
THIS AGREEMENT, made and entered into this 7th day of April 19 Rn
1980, by and between the VILLAGE OF BUFFALO GROVE, STATE OF ILLINOIS, herein-
after called the OWNER, and KEIFER ENGINEERING, INC., having its office and
principal place of business at
20 North Wacker Drive
Chicago, Illinois
hereinafter called the CONSULTANT.
WITNESSETH:
WHEREAS, the OWNER is desirous of engaging the CONSULTANT for such
engineering services as the OWNER shall specify and require on its munici-
pal water supply, storage and distribution system improvements; and
WHEREAS, the CONSULTANT is ready and willing to undertake and furnish
services as specified and required for such municipal improvements.
NOW, THEREFORE, in consideration of these premises and of the mutual
covenants herein set forth, the parties hereto mutually covenant and agree
as follows:
DIVISION A - PRELIMINARY AND MISCELLANEOUS ENGINEERING SERVICES
ilnder this Division A, the CONSULTANT shall:
1. Assist the OWNER by performing judicious inquiries with the
Illinois Environmental Protection Agency to determine potential impacts of
radiological and chemical/physical quality; depletion of the aquifer (quan-
tity); policies for granting/not granting variances to quantity and quality;
and the present listing of OWNER to determine if placement on a Critical
Review/Restricted Status list is pending.
2. Prepare a brief letter and table summarizing the results of test
analyses records available on all deep well water supply sources and points of.
collection in the distribution system. The table will reflect comparisons
with allowable maximum contaminant limits contained within Primary and
Secondary Drinking Water Regulations of the Federal Safe Drinking Water Act,
and limits contained within the Illinois Pollution Control Board Rules and
• Regulations, Chapter 6 for Public Water Supplies.

3. Provide services for preparing a water supply permit variance
from the Illinois Pollution Control Board and an exemption from the U. S.
Environmental Protection Agency (EPA) if quality levels are/will be in
excess of the allowable maximum contaminant levels.
4. Review existing memoranda, correspondence and data available
from the OWNER on well requirements, storage and distribution system
fire demands, and concept plans for development of the OWNER's water
system. This work will not include the substantiation of the OWNER's
need for Lake Michigan water or testimony for the OWNER in its work
to obtain a Lake Michigan water allocation.
5. Prepare a preliminary concept and engineering report listing
advantages and disadvantages on alternate sites to be considered for
Well No. 7, reservoir and pumphouse facilities including, but not
limited to, the following:
a. Location with respect to existing deep wells in the Village
and outside the Village limits;
b. Investigation of existing yields, drawdown, specific capacity,
and other pertinent hydraulic information;
c. Geologic conditions affecting the site;
d. Proximity with respect to residences, businesses and other
establishments;
e. Accessability to service personnel, who must operate and
maintain the facilities;
f. Distribution system pressures to meet peak hourly and fire
demands for the furthest and highest point within the service
area of the well;
g. Location with respect to available water distribution mains,
sanitary and storm drainage facilities;
h. Soil, groundwater conditions, foundation and structural
limitations of each site;
i. Review elevations and contour data on site(s), setback
restrictions, relationship of proposed water facilities
to existing sewerage facilities, limiting site dimensions,
impairment of the safety of the supply, and other functional
aspects of the water facility layout;

j. Availability of standby power from separate substations;
k. Provisions for future plant expansion of the reservoir,
wellhouse, and pumping facilities;
1. Preliminary cost estimates, financing of phased facilities,
tentative time schedules of design/construct tasks, and
critical path exhibit of activities.
m. Prepare preliminary basic design data for the well and
distribution pumps, emergency power alternatives,
chlorination equipment, etc.
6. Perform field investigations and gather survey information on
the topography and layout of the recommended well site available from the
OWNER.
7. Prepare soil boring bid proposal, specifications, and location
plan; procure bids from authorized soil boring contractors; analyze bids
and recommend acceptance of soil boring contractor; locate boring holes
and provide assistance to contractor during drilling operations; review
soil boring logs and soils consultant's reports for use in design of
wellhouse and reservoir facilities.

8. Prepare proposal(s) for design, preparation of contract plans,
specifications, contract documents and permit applications; office
engineering; and field engineering services during construction on
the recommended work.
9. Other Special/Supplementary services as classified in the Guide for
the Engagement of Engineering Services (American Society of Civil Engineers'
Manual No. 45) and Part III, General Civil Engineering, Manual of Practice for
Professional Engineers in Private Practice (Illinois Society of Professional
Engineers) as authorized by the OWNER for implementing complete and operable
water facilities.
The CONSULTANT shall proceed with each item of work above only upon
written authorization of the OWNER. Each authorization will require the
development of an agreed-upon manhour budget to complete the work item.
For the services outlined under this Division A, the CONSULTANT
shall be paid by the OWNER on an actual per-hour basis, times a 2.42
multiplier for ordinary overhead and profit, within the direct labor
ranges, as follows:

Applicable expenses for travel and subsistence, incidental out-of-
pocket costs, communications, report preparation, printing, etc., are
reimbursable at invoice cost. Mileage is reimbursable at twenty-six
(26¢) cents per mile.
These rates are subject to escalation rates of 12.0 percent annu-
ally, computed from the start date of the project to the estimated com-
pletion date.
DIVISION B - DESIGNS, CONSTRUCTION DRAWINGS AND SPECIFICATIONS, AND OTHER
CONTRACT DOCUMENTS
Under this Division B, the CONSULTANT shall :
1. Perform such engineering services as described in the Scope of
Services developed under Division A, Section 8 of this Agreement.
2. The CONSULTANT shall proceed with Division B only upon written
authorization of the OWNER.
3. For the services outlined under this Division B, the CONSULTANT
shall be paid by the OWNER an agreed-upon lump sum price determined after
establishment of the Scope of Services for Division B.
4. The lump sum price is to be based on an agreed-upon work effort
required and the range of billing rates and annual escalation discussed
-under Division A of this Agreement.
5. Payment during the course of the work shall be made on an actual
per hour basis.

IN WITNESS WHEREOF, the VILLAGE OF BUFFALO GROVE, State of Illinois,
