1979-12-03 - Resolution 1979-71 - Providing for the Submission of Home Rule Proposal to the Voters RESOLUTION 79-71 RESOLUTION PROVIDING FOR THE SUB- MISSION OF HOME RULE PROPOSAL TO THE VOTERS WHEREAS, the Illinois Constitution of 1970 introduced home rule to this State; and WHEREAS, the delegates to the 1970 Constitutional Convention inten- ded that municipalities must be authorized to exercise powers without having to go to the legislative if they are to help solve difficult problems of today' s society and the unique problems of their own com- munities; and that local governments should be strengthened because they are closer to the people than other forms of government and more likely to be more responsible to the citizenry; and WHEREAS, the Blue-Ribbon Home Rule Committee of the Village of Buffalo Grove in their report to the President and the Board of Trustees of January 9, 1978 unanimously recommended that the Village become a home rule community and that said recommendation was based upon specific findings; and WHEREAS, it is hereby deemed advisable and necessary and for the best interests of the Village of Buffalo Grove, to submit the question of whether or not the Village of Buffalo Grove, Illinois should become a home rule community to the voters. NOW, THEREFORE, be it resolved by the President and Board of Trustees of the Village of Buffalo Grove, Cook and Lake Counties , Illinois as follows : 1. That the question of whether or not the Village of Buffalo Grove Cook and Lake Counties, Illinois shall become a home rule community shall be submitted to the legal voters of said Village at a special elec- tion which is hereby called to be in and for said Village on Sat- urday, March 1, 1980 between the hours of 6 :00 o'clock A.M. and 7 :00 o' clock P.M. of said day. 2. That the Village Clerk is hereby directed to file with the Illi- nois Secretary of State, at least 20 days prior to the referendum, a certified statement indicating when said referendum will be held; and . _ -2-- that within 30 days after the referendum, the Village Clerk shall file with the Secretary of State a certified statement showing the results of the referendum and the resulting status of the referendum and the resulting status of the Village as a home rule unit or a non-home rule unit, all as specifically set forth in section 28-5 of Chapter 46 of the Illinois Revised Statutes. 3. That the Village Attorney is hereby directed to prepare the ne- cessary ordinance for calling the said special election. 4. That this resolution shall be in full force and effect from and after its passage and approval.
