RESOLUTION NO. 79-6?
A RESOLUTION AUTHORIZING THE PARTICIPATION OF THE
VILLAGE OF BUFFALO GROVE IN THE NORTHWEST MUNICIPAL
CONFERENCE'S REQUEST FOR PROPOSALS FOR SERVICE OF
COMMUNITY ANTENNA TELEVISION, OR CABLE TELEVISION,
WITHIN THIS LOCAL JURISDICTION.
WHEREAS, the Northwest Municipal Conference is a corporate
organization representative of municipalities and townships chartered
within the State of Illinois and the County of Cook; and
WHEREAS, Article VII , Section 10, of the Constitution of the
State of Illinois, and Chapter 127, paragraphs 741 through 748 of the
Illinois Revised Statutes, authorize and encourage intergovernmental
association and cooperation; and
WHEREAS, the public officials of the Northwest Municipal
Conference represent twenty-nine local government bodies and a population
of over 750,000 Illinois residents; and
WHEREAS, the Village of Buffalo Grove is authorized by Federal
and State statutory rule for the franchise and regulation of cable
television systems ; and
WHEREAS, the Village of Buffalo Grove recognizes the potential
for general public and community benefit gained by the installation and
operation of such cable television services; and
WHEREAS, the numbers and types of cable television services
provided nationally by more than 3,600 CATV companies demand a thorough
investigation, professional review and competent finding for guarantee
of the best possible franchise operable within the Village limits; and
WHEREAS, the general membership of the Northwest Municipal
Conference is at this time most interested in similar determinations of
cable industry franchising within their respective corporate jurisdictions.
NOW, THEREFORE, BE IT RESOLVED, that the Village of Buffalo Grove
hereby authorizes the Village's participation in the Northwest Municipal
Conference's request for franchise proposals, recognizing that any such
proposals thus received may be accepted or rejected at the total discretion
of this governing Board; and

BE IT FURTHER RESOLVED, that upon acceptance of any franchise
proposal , the Village may anticipate initial construction on or about
April 1 , 1980; and
BE IT FURTHER RESOLVED, that the Village Manager appoint a staff
liaison for all communication and contract conerning such proposal and that
choice of such staff be communicated directly to the Conference office;
and
BE IT FURTHER RESOLVED, that a copy of this Resolution be
forwarded to the office of the Northwest Municipal Conference.
