RESOLUTION NO. 78- 47
A RESOLUTION EXCLUDING THE POPULATION OF
THE VILLAGE OF BUFFALO GROVE FROM THAT
OF THE COUNTIES OF COOK AND LAKE FOR
PURPOSES OF THE HOUSING AND COMMUNITY
DEVELOPMENT ACT OF 1974
WHEREAS, the Congress of the United States has passed
into law the Housing and Community Development Act of 1974
and 1977, the primary objective of which is the development
of viable urban communities and achievement of the objective
of decent housing, suitable living environment and expanding
economic opportunities; and
WHEREAS , municipalities under 50,000 population are con-
sidered non-entitled communities and must secure funding on
a competitive and discretionary basis; and
WHEREAS, in order for Cook and Lake Counties to be eligible
to receive funds through designation as an urban county, they
must represent a population of 200,000 or more; and
WHEREAS , to obtain this minimum population , counties may
assume the population of municipalities located in their
boundaries which do not exclude their respective population ;
and
WHEREAS, the Village of Buffalo Grove desires to withhold
its population of 20,609 from that to be creditied the Counties
of Cook and Lake, Illinois for the 1979 program which begins
October 1 , 1979.
NOW, THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD
OF TRUSTEES of the Village of Buffalo Grove, Cook and Lake
Counties, Illinois , that the Village of Buffalo Grove desires
not to join with the Counties of Cook and Lake in participating
in Housing and Community Development activities under the
Housing and Community Development Act of 1974 and 1977.

Dear Suburban Official :
The Housing and Community Development Acts of 1974 and 1977 consolidated a number
of categorical grant programs, administered by the Department of Housing. and Urban
Development, into the Community Development Block Grant Program. During the 1978
Cook County Community Development Program Year, October 1 , 1978 - September 30,
1979, Cook County will receive $15,166,000.00 through this Block Grant Program.
While Cook- County's 1979 Community Development Program Year will not begin until
October 1 , 1979, we have been advised by-HUD that the population qualification'
process must be completed by December 1 , 1978.
Your municipality is faced with a decision. You have the option to remain in, or
join, the "urban county" for the 1979 program, or you may choose to opt out of the
1979 program. It should be pointed out that if your municipality opts out of the
- 1979 "urban-county," it is ineligible for Urban County Community Development Block
Grant funding. At the same time, if your municipality is included in the 1979
"urban county," it is prohibited from applying for whatever discretionary funds
might be -available within the Chicago Standard Metropolitan Statistical Area. If
your municipality elects to exclude its population from the 1979 "urban county,"
you must notify Cook County and the Department of Housing and Urban Development
Chicago Area Office no later than -December 1 , 1978. That notification should be
in the form of a Board of Trustees Resolution. If your municipality elects to be
part o f the 1979 "urban county," no notification to the HUD Area Office is I,�rn=_:a►�._

I would like to remind you that the final dollar amount to be assigned Cook County -
is flexible and will vary according to the final "urban county'! population. The
greater the number of municipalities that elect to include their population in th
•
"urban county," the greater the County's Community•Development Block Grant entitlement.
Last year, 106 of the •115 municipalities eligible to be part of the "urban county
"-
elected to include their population in the "urban county."
The-Community Development Program is complex and multi-faceted. Accordingly, I have -
asked-the Chairman of the Cook County Community Development Advisory Council to
schedule an informational meeting on the Community Development Block Grant Program .
prior to the .December 1st deadline.. A meeting has been scheduled for Thursday,
November 16th and will. be held at 6:30 P.M. in the Cook County. Board Room, Room .569, .
118 North Clark Street. I urge all interested municipal officials to attend this
( meeting.
