RESOLUTION NO. 78 - 36 A RESOLUTION ACCEPTING THE "SUPPLEMENT TO AGREEMENT FOR CONSULTANT'S SERVICES BETWEEN VILLAGE OF BUFFALO GROVE, ILLINOIS, COUNTY OF LAKE, ILLINOIS AND METCALF & EDDY/ALSTOT, MARCH & GUILLOU, INC." WHEREAS, the president and Board of Trustees of the Village of Buffalo Grove desire to cause final design engineering for the "Arlington Heights Road (Lake-Cook Road to Illinois Route 83) Street Improvement to be performed, and; WHEREAS, consulting engineering services are required in order to accomplish this final design engineering; NOW THEREFORE BE IT RESOLVED, by the President and Board of Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois, that the President and Clerk be and they are hereby authorized and directed to execute the "Supplement to Agreement for Consultant's Services Between Village of Buffalo Grove, Illinois, County of Lake, Illinois and Metcalf & Eddy/Alstot, March & Guillou, Inc.", Metcalf & Eddy being a Delaware Corporation. WHEREAS, an AGREEMENT for Consultant' s Services exists between the Village of Buffalo Grove, the County of Lake, and Metcalf & Eddy/Alstot, March & Guillou, Inc. , executed on March 9, 1976, and approved by the Federal Highway Administration on June 28 , 1976 , to furnish certain professional services in connection with the preparation of a Combined Location and Design Report and Negative Declaration, and the preparation of contract plans and documents for the proposed improvement of Arlington Heights Road from Lake-Cook County Line north to Illinois Route 83, in Buffalo Grove, Lake County, Illinois; and, WHEREAS, Metcalf & Eddy/Alstot, March & Guillou, Inc. has com- pleted to the satisfaction of the Village of Buffalo Grove, the County of Lake, the Illinois Department of Transportation, and the Federal Highway Administration, the work described in Phase I of the AGREEMENT of March 9 , 1976, and, -1- WHEREAS, the Village of Buffalo Grove and the County of Lake desire the consulting firm of Metcalf & Eddy/Alstot, March & Guillou, Inc. , to proceed with Phase 2 of the AGREEMENT; and, WHEREAS, the terms of Phase 2 of the AGREEMENT state that the VILLAGE and the COUNTY agree to pay the CONSULTANT for Phase 2 work specified in the AGREEMENT a lump-sum amount to be negotiated when the scope of the project has been defined; and, WHEREAS, it is now desirable by all parties involved to negotiate the CONSULTANT's fee on a cost plus a fixed fee basis; NOW, THEREFORE, the Village of Buffalo Grove, the County of Lake and the consulting firm of Metcalf & Eddy/Alstot, March & Guillou, Inc. , do mutually agree that the work contemplated and outlined under Phase 2 of the AGREEMENT, should be completed at this time and the Village of Buffalo Grove and the County of Lake agree to pay the firm of Metcalf & Eddy/Alstot, March & Guillou, Inc. , reimbursement of the eligible actual costs in accordance with Section 2.45 of the Standard Provisions, plus a fixed fee in the amount of Eleven thousand, nine hundred six dollars ($11,906.00) . The total reimbursement of the eligible estimated costs plus the fixed fee of $11,906.00 shall not exceed Ninety-two thousand, seven -2- hundred, seventy-nine dollars ($92,779 .00) except as provided in Section 6.02 or 6.03 of the AGREEMENT. The upper limit of com- pensation of $92,779.00 and fixed fee of $11,906.00 are the result of the Cost Estimate for Consultant Services attached to and made a part of this Supplement. The retainage provisions contained in Section 2.42 of the Standard Provisions shall not apply to Direct Non-Salary Costs. The attached Exhibits A, B and C are to be used as set forth in Section 2.42, and invoices shall be prepared in accordance with Section 2.41 of the Standard Provisions. In accordance with the AGREEMENT, the borings analysis and soils report will be paid for as Additional Work; this cost is estimated to be Seven thousand, seven hundred dollars ($7,700.00) . The estimate is based upon the proposal for Highway Soil Survey and supplemental proposal for Highway Soil Survey which are attached to and made part of this Supplement. A & H Laboratories are fully equipped with modern equipment for soils testing. Field exploration programs are conducted with our own drilling equipment. Field and laboratory testing is per- formed by trained, qualified technicians in compliance with the applicable specifications under the supervision of professional engineers. SCOPE It is our understanding that the scope of work for this project would include a complete soil survey for the proposed improvements which consist of grade and highway improvements along approximately 1.2 miles of Arlington Heights Road in Buffalo Grove, Illinois. The soil survey will be performed in general compliance with the State of Illinois, Specifications for Highway Soil Survey re- vised by the Northeast Region, April 26, 1974 and the following: a) Soil boring will be extended to a depth of ten (10' ) feet below grade with sampling at 30-inch intervals or more frequently if required to sample all soil strata. May 10, 1978 Page Two b) Laboratory testing will include moisture content determina- tions, consistency (penetrometer value) , determination on cohesive soil samples and classification tests as required to identify major subgrade soil types. For this particular project, we propose to survey the subgrade soils by performing auger profile borings, spaced at approximately 300 foot intervals along the proposed route. It is understood that no major cuts or fills are anticipated for this improvement and there are no structures requiring special borings. For investigating the existing pavement, at the north end of the project, we propose to obtain two (2) core specimens for examination and testing. The results of our field exploration and laboratory testing would be utilized in our analysis and formulation of our recommenda- tions. Recommendations regarding earthwork, treatment of in-place soils and pavement design will be presented in a written report pre- pared by a registered professional engineer. A soil profile will be prepared showing the soil types and test data, and in accordance with applicable specifications. We understand that copies of the plan and profile showing existing and proposed grade will be provided by Metcalf & Eddy, Inc. A & H Engineers are thoroughly acquainted with the local subsurface conditions and have participated in the planning, development and execu- tion of numerous highway soil surveys in this area. Recommendations have been provided regarding design criteria and construction considera- tions for many projects similar to this one. FEE It is proposed that our fee be determined on a unit cost basis in accordance with the attached schedule of fees. Based on the out- lined program, it is estimated that the total cost of services will range between $5500.00 to $6100.00. It is estimated that four (4) borings to depths of thirty (30) feet below existing grade will provide the necessary in- formation. It is proposed that our fee be determined on a unit cost basis in accordance with the attached supplementary Schedule of Fees. Based on the outlined program, it is estimated that this additional work will amount to about $1 ,600.00. This amount plus the total range from the former proposal (of $5500.00 to $6100.00) result in a total cost range of $7100.00 to $7700.00.
