1978-06-26 - Resolution 1978-25 - Statement of BG President and Board of Trustees on the Northeastern Illinois Planning Commission's Areawide Water Quality Management Plan (208) RESOLUTION NO. 78- 25 STATEMENT OF BUFFALO GROVE PRESIDENT AND BOARD OF TRUSTEES ON THE NORTHEASTERN ILLINOIS PLANNING COMMISSION'S AREAWIDE WATER QUALITY MANAGEMENT PLAN (208) WHEREAS, the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500) were directed to "restoring and main- taining the chemical, physical, and biological integrity of the nation's waterways" , and WHEREAS, Section 208 of this law required that areawide plans for controlling pollution from all sources be developed in urban- industrial areas such as Northeastern Illinois, and WHEREAS, pursuant to this law, the Northeastern Illinois Planning Commission has developed an areawide Water Quality Manage- ment Plan. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois that: 1. The Village of Buffalo Grove hereby supports the following statements regarding the Areawide Water Quality Management Plan: a. There is a serious water quality problem in Northeastern Illinois due to combined sewer overflows, urban storm water runoff, agricultural runoff, unsatisfactory septic systems, soil erosion, and sewage treatment plant discharges. The Village of Buffalo Grove has recognized this problem and has enforced various ordinances and programs in order to alleviate the problem. b. There are areas within Northeastern Illinois which have not adequately met the obligation of reducing pollution in our waterways. c. Pollution is not strictly a local problem. It transcends governmental boundaries. Therefore, what one entity does affect others in the area. d. An effort needs to be made to find ways to end pollution, identify its sources, and coordinate local efforts in solving the problem. The Northeastern Illinois Planning Commission, through its Areawide Water Quality Management Plan, has made this effort. 2 . The Village of Buffalo Grove cannot fully support the North- eastern Illinois Planning Commission's Areawide Water Quality Manage- ment Plan until the following conditions are met and questions are answered: !*' a. The year 2000 service area within the Southeast Lake Facilities Planning Area should be expanded to include Buffalo Groves entire planning area as defined in the Village's adopted 1990 Land Use Plan. b. The plan states that "Municipalities should work toward a reduction of pollutants in storm water runoff from already urbanized areas of 25 percent and of 50 percent from newly urbanizing areas of present 1976 surface loadings on impervious areas" . This is not an equitable statement. Under this recommendation, communities who have actively worked at methods of reducing pollution due to urban- ization would have to do much more to reduce their 1976 levels by 25 and 50 percent than communities which, up until now, have done nothing. All of the recommendations in the plan for reducing urban storm water runoff should be given a percentage value. In this way, each community could implement its own program for reducing pollution by the recommended levels. c. The actual cost of this program to the Village of Buffalo Grove and other local units of government should be determined in order that the costs of this Plan to the Village can be anticipated, evaluated, and budgeted. Also, it is not clear if the Illinois Environmental Protection Agency would have the authority to review our annual budget in order to determine whether or not we are spending enough on water quality management. d. The Village of Buffalo Grove cannot support the North- eastern Illinois Planning Commission recommendation for a County Water Quality Committee management system. Be- cause water quality maintenance transcends county boundaries and the fact that the Village would have to contend with two different and separate management systems to implement a Village wide water quality program, the county management system will not be an efficient and effective means of managing and implementing a water quality program. Rather, the Village would support a management system based upon river basin designation which will better provide for a coordinated effort by all jurisdications affected by a specific water quality issue.
