RESOLUTION #78- 19
STATEMENT OF BUFFALO GROVE PRESIDENT
AND BOARD OF TRUSTEES ON EXTENDING
ILLINOIS ROUTE 53 (FAP432) NORTH OF
DUNDEE ROAD (ROUTE 68)
WHEREAS, the Northeastern Illinois Planning Commission
Comprehensive General Plan, adopted April 19 , 1968 , identified
Illinois Route 53 extending up to Lake County as a recommended
expressway, and
WHEREAS, the proposed extension of Illinois Route 53 has
been incorporated into municipal and regional Comprehensive Plans ,
and
WHEREAS, the proposal has been endorsed by the Chicago Area
Transportation Study, Lake County Regional Planning Commission,
and a Draft Environmental Impact Statement prepared by the Illinois
Department of Transportation in 1975 , and
WHEREAS, the development of the transportation plan that
identifies Route 53 as a major traffic carrier has , through the
subsequent development of Rand (Route 12) and Dundee (Route 68)
Roads under the same transportation plan, caused severe traffic
congestion at the terminus of Route 53 at Dundee Road, and
WHEREAS, the Northeastern Illinois Planning Commission, in
the 1978 Draft Regional Land Use Policy Plan, has deleted said
extension of Route 53 , which position has been endorsed by the
Lake County Regional Planning Commission and the Lake County Board.
NOW, THEREFORE , BE IT RESOLVED by the President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake Counties ,
Illinois that :
1 . The Village of Buffalo Grove hereby supports the following
statements regarding the extension of Illinois Route 53 (FAP432) :
a. The existing Route 53 has been in service for several
years . It handles thousands of vehicles each day.
Present traffic volume demand is great enough on
Dundee Road and Rand Road to justify a Northerly extension.
The additional traffic on heavily travelled roads imposes
an undue hardship on the residents of Buffalo Grove, (and
the residents of the general area) as it adds to current
heavy traffic patterns .
b. Population growth in Lake County is projected to increase
on a steady basis regardless of the construction of the
proposed extension.
c. Public Health, Safety, and Welfare would be improved.
It is anticipated that a reduction of overall accident
rate would result in safer transportation and a reduction
of accident costs in the amount of $2 ,235 ,000 per year.
d. Convenience and costs of transportation will be improved
through: l)Overall accessibility and mobility for area
residents ; 2) Improved travel time on other regional high-
ways including Route 12 ; 3) Improved travel time on other
regional freeways ; 4)Drastic reduction of through travelers
impact on local transportation network; 5)Reduction in fuel
costs and attendant energy savings (possibly an annual
savings of 5 . 5 million gallons) ; 6) IDOT projections that
economic returns will be eight times the cost of the
public improvements through the reduction in time spent
traveling, cost of vehicle operation and reduced cost of
accidents .
e. The extension of Route 53 will provide the opportunity for
mass transit operations.

f. If additional growth in the area should occur as a
result of this corridor, it shall be accomplished
through controlled activities and in strict conform-
ance to local and regional comprehensive plans .
g. Only eight family residences , housing 14 adults and
13 minors , would be purchased for the proposed freeway,
and thirty-one partial acquisitions would be required,
including three commercial nurseries , four farm operators
and no commercial , industrial or non-profit organizations .
h. Upmost care be taken in the corridor design to preserve
existing marshlands , wetlands , woodlands , and other en-
vironmental and ecological amenities in conformance with
local planning strategies.
i . NIPC be urged to continue to follow its established
policy towards the corridor extension in stating that
the corridor is "continually consistent with Comprehensive
Regional Planning, contingent on a scaling-back of number
of lanes and intersections proposed for the roadway."
BE IT FURTHER RESOLVED that the Village of Buffalo Grove is
concerned for the orderly growth of the region and recognize the
existing and potential growth the area affords .
The President and Board of Trustees vigorously urges the
Northeastern Illinois Planning Commission and the Lake County
Regional Planning Commission and the Lake County Board to recognize
the existing and growing need for the extension of Illinois Route
53 (FAP432) North of Dundee Road and support said extension on
their list of transportation priorities .
