Adopting a Policy Statement Concerning the Arlington
Heights Road (Lake-Cook to Route 83) Street Improvement
WHEREAS, a Public Hearing for the Arlington Heights Road (Lake-Cook to
Route 83) Street Improvement is scheduled for May 10, 1978; and,
WHEREAS, it is in the interest of the Village of Buffalo Grove to provide
a formal policy statement to be included in the record of the Public Hearing;
NOW THEREFORE, be it resolved by the President and the Board of Trustees
of the Village of Buffalo Grove, Illinois, Cook and Lake Counties, that a policy
statement be adopted as follows :
The improvement of Arlington Heights Road between Lake-Cook Road
and Illinois Route 83 is needed to provide more safe and efficient
transportation for the Citizens of the Village of Buffalo Grove and is
an important step in the accomplishment of the Comprehensive Plan of
the Village.
Since 1972, traffic on Arlington Heights Road has nearly doubled,
causing delays, pavement deterioration, and an increasing number of
collisions. Because of this increase in traffic, the existing inter-
section of Arlington Heights Road and Illinois Route 83 cannot operate
efficiently, thus causing additional conjestion. Open drainage ditches
along the roadway represent another deficiency of the system by creating
a potential accident hazard, as well as maintenance and sanitation problems.
The opening of Lake-Cook Road which is expected within the next few months
will further increase traffic on this section of Arlington Heights Road,
making the problems of the existing roadway more accute.
In order to eliminate these undesirable conditions, the improvement
of Arlington Heights Road from Lake-Cook Road to Route 83 should be imple-
mented as proposed in the "Negative Declaration" Report approved March 14,
1978, by the Federal Highway Administration including two 24' pavements,
curb and gutter, a 16' grassed median, an eight-foot wide bicycle path
and an underground drainage system.
Tree planting in the center median and street lighting meeting the
standards which would apply to streets constructed by private developers
in the Village of Buffalo Grove should also be incorporated into the final
design of the project.
