A RESOLUTION ADOPTING A POLICY STATEMENT CONCERNING
LAKE MICHIGAN WATER ALLOCATION TRANSMISSION SYSTEMS
WHEREAS, The Village of Buffalo Grove has received an allocation for Lake
Michigan water from the Division of Water Resources of the Illinois Department
of Transportation; and
WHEREAS, the accomplishment of the most cost effective transmission of
Lake Michigan water to the Village of Buffalo Grove is of significant interest
to the residents of the Village; and
WHEREAS, Federal financial participation may be required in order to
accomplish the transmission of Lake Michigan water to the Village of Buffalo
Grove; and
WHEREAS, the Northern Illinois Planning Commission is responsible for
providing A-95 reviews of all projects involving Federal financial participation; and
WHEREAS, the Northern Illinois Planning Commission has drafted a Regional
Water Supply Plan for use as a basis for A-95 reviews; and
WHEREAS, the President and Board of Trustees of the Village of Buffalo
Grove believe it is in the best interest of the Village to provide a formal
Village policy for the consideration of the Northern Illinois Planning Commission
during preparation of the final version of its Regional Water Supply Plan -
NOW THEREFORE be it resolved by the President and Board of Trustees of
the Village of Buffalo Grove, Cook and Lake Counties, Illinois:
SECTION 1. That a policy is hereby adopted as follows:
In order to accomplish the development of the Village of Buffalo
Grove in accordance with its Comprehensive Plan it is necessary
to obtain Lake Michigan water. The interests of the Village
of Buffalo Grove are best served by accomplishing the acquisition
of high-quality Lake Michigan water in a cost effective manner.
Since additional technical study is required in order to identify
the most cost effective method of obtaining Lake Michigan water
for the Village of Buffalo Grove, and since Federal funding
may be necessary in order to accomplish the acquisition of
Lake Michigan water it is in the interest of the Village of Buffalo
that the Northern Illinois Planning Commission which provides the
A-95 reviews of all projects involving Federal funds, include in

the official version of its Regional Water Supply Plan provisions
for approving Lake Michigan water transmission systems which in
the future,as a result of technical studies, become known to be
cost effective.
SECTION 2. The Village President is directed to transmit certified
copies of this Resolution to the Northern Illinois Planning
Commission and to present this policy statement of the Village
of Buffalo Grove at a Public Hearing which is held by the
Northern Illinois Planning Commission for the purpose of
obtaining the views and opinions of citizens and agencies
concerning the proposed Regional Water Supply Plan.
