Resolution 78 - 9
Whereas, the Northeastern Illinois Planning Commission has prepared
a Regional Land Use Policy Plan and a Regional Residential Policy
Plan and
Whereas, the Village of Buffalo Grove Plan Commission and Board of
Trustees have reviewed said policy plans, and
Whereas, the Village of Buffalo Grove has adopted policy statements
on both issues, through the adopted Comprehensive Plan, Resolution
75-41, Resolution 78-7, and a statement on Lake County Housing Policy.
NOW THEREFORE, be it resolved by the President and Board of Trustees
of the Village of Buffalo Grove, Cook and Lake Counties, Illinois
that:
SECTION 1. The Village of Buffalo Grove hereby supports the
following statements regarding land use policies :
(a) Regional land use policies should encourage development
where adequate urban service systems (or previously
planned extensions) are in place or planned.
(b) Regional land use policies should discourage plans
for multiple family, industrial and commercial
development in the unicorporated areas of the region
where adequate urban service systems are not already
in existence .
(c) The Northeastern Illinois region should have a capital
improvements program, designed cooperatively by local
governments for determing the need, location and timing
of major public improvements.
(d) There should be more of an emphasis on municipal conference
style groups. The best way to manage development of
"greater than local significance, privately owned" is by
local governments acting cooperatively according to
intergovernmental agreements and regional land use policies.
(e) This land use statement, is supported by two additional
documents, Resolution 75-41 and Resolution 78-7, referencing
development in unincorporated areas. The recommendations
herein are intended to be consistent with statements
previously made and should not be interpreted as a
willingness of this community to yield or abrogate our
already recognized municipal rights in any way.
(f) The Village of Buffalo Grove is concerned that the NIPC
Proposed Regional Land Use Map deletes the long planned
and sorely needed Ill Route 53 extension (North of Dundee
Road) . The existing Route 53 has been in service
for several years. It handles thousands of vehicles
each day. It should be obvious to any planning agency that
present traffic volume demand is great enough on Dundee
Road and Route 12 to justify a Northerly extension. The
additional traffic on already heavily travelled roads
imposes an undue hardship on the residents of Buffalo Grove,
as it adds to current heavy traffic patterns.

SECTION 2. The Village of Buffalo Grove hereby supports the
following statements regarding Housing policies :
(a) The Village supports the Lake County Housing Plan
goal of insuring that "all residents, present and
future, have the opportunity to obtain housing at a
reasonable price which is decent, safe, and sound. "
(b) The Village supports and would be willing to participate
in a coordinated effort with Lake County and its
communities in exploring planning and building concepts
aimed at attaining this goal.
(c) The Village also supports the concept of a plan that
minimizes government subsidies and intervention and
maximizes the ability of private enterprise to provide
housing for the broad segments of population. The Village
further encourages private developers and financial
institutions to review their practices with the objective
of helping Lake County communities attain the goal of
providing affordable housing to the broad segment of the
population.
(d) The Village cannot support a housing plan which limits
or eliminates local planning and zoning powers. Although
Buffalo Grove has traditional zoning, it provides for a
wide range of lot sizes and floor area to meet the needs
of all segments of the population. The responsibility of
any modifications of zoning must rest with the Village .
Further, the objective of the Village planning process is
to coordinate and efficiently administer all development.
The Village must protect the integrity of the local
planning process and be responsible for implementing and
updating the Village Comprehensive Plan.
(e) The Village planning process recognizes that a low
income housing problem exists. Before low income housing
can be scattered throughout Lake County, the critical
questions of access to employment opportunities,
transportation, and services have to be more fully
addressed. Low income housing dispersed into communities
which do not have essential services readily available
will only compound the existing problem. It will also be
necessary to involve the total community in planning for
low income housing to help integrate these residents into
the community.
(f) The Village reserves the right to establish and enforce
building standards in the community. Village building
standards are continuously reviewed by the Village ' s
professionally trained and licensed staff to ensure both
quality and economical building standards. The present
Village building standards are based on national codes
which are more efficent and effective than having the
County develop its own standards.
