1978-04-17 - Resolution 1978-07 - Buffalo Grove Offically objects to the petitioned rezoning Cook County Zoning Board RESOLUTION NO. 78-
WHEREAS, The Village has adopted a policy statement, in the form
of Resolution 7541, regarding development in unincorporated areas and,
WHEREAS, the Village has legal responsibility to review all proposed
developments within one and one-half miles of its corporate limits and,
WHEREAS, the Village has been duly notified and represented at the
Public Hearing of the Cook County Zoning Board of Appeals on April 7,
1978, and has considered the evidence presented;
THEREFORE, be it resolved by the President and Board of Trustees of
the Village of Buffalo Grove, Cook and Lake Counties, Illinois, that:
Section 1. The Village of Buffalo Grove hereby officially objects to
the granting of the petitioned rezoning (Cook County Zoning
Board of Appeals docket #3117 and 3118) for the following
reasons:
(a) The development of high density residential
subdivisions in unincorporated areas does not include
provisions for an adequate level of urban services.
(b) Development in unincorporated areas lacks the
construction and planning controls that a municipality
has to offer.
(c) The development will cause increased vehicular traffic
on Dundee Road adding to an already congested situation.
(d) This development will have an impact on local schools
and the County does not provide for required land or
cash contributions.
(e) This development will compound the needs for comprehensive
recreational facilities in this area. It is recommended
that this developer annex into the adjacent Park District
and meet with them to resolve the recreational needs of
this development.
Section 2. The Counties of Cook and Lake have developed Comprehensive
Plans for the vacant, unincorporated properties. These plans
provide for multi-family, industrial, and commercial development
while failing to take into consideration the disproportionate
cost of services to such areas when compared with similar
services provided by neighboring municipalities. Such development
in areas contiguous to the Village should be especially discouraged
in light of the relatively more effective availability of police
patrol, health and housing inspection by the Village.
Section 3. The Village has adopted a policy requiring developers to donate
land and/or cash donations for schools and parks. As this is
not at present required of land developers in unincorporated
areas, such policy of land donation should be required by the
County to insure that adequate donations are made to both the
schools and Park District for the future well-being of the
residents and general welfare of the County.

Section 4. A copy of this resolution should be forwarded to President Dunne
of the Cook County Board, Alex Seith of the Cook County Zoning
Board of Appeals, John Balen of the Lake County Board, and
Jeanne Aitchison of the Lake County Plan Commission.
