BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS,
that the President and Clerk be and they are hereby authorized
and directed to execute an Agreement regarding rabies and animal control
activities dated Afo v+, 7 , 1977, between the Village
and the Lake County Board of Health. Copy of said Agreement is
attached and made a part hereof.

SUBJECT: ANIMAL LICENSE AGREEMENT WITH LAKE COUNTY
For the Village Board agenda of November 7, 1977, enclosed please find
1) subject agreement, 2) opinion from Village Attorney, 3) letter from
Sgt. Voigt to Mr. Raysa regarding the agreement, and 4) news clipping
regarding Highland Park's position on an agreement.
The reason for this agreement is to obtain a reduced rate for our Lake
County residents for their Lake County animal tag. State law permits the
county to tax animals also; therefore, at the present time, our Lake
County residents have to pay $4.00 for their county tag and another $4.00
for their Village tag. This agreement will enable our residents to get
their county tag for $1.00.
Needless to say, we have been receiving a large number of complaints from
our citizens about "double taxation". I have explained to them that state
law permits it, but the Village has been working on an agreement to reduce
the county fee. I also explain to them that the Village has to charge the
fee to cover the cost incurred for rabies control , answering animal complaints,
and picking up stray animals.
The ideal situation would be for state law to be changed so that municipalities
which have an animal control program could be excluded from the county program.
Short of that, I feel this agreement would be the best for our Lake County
residents.
At the present time, we are not experiencing this problem with Cook County.

AGREEMENT

THIS AGREEMENT entered into this ' day of /Y0v e
1977, by and between the LAKE COUNTY BOARD OF HEALTH (hereinafter referred to
as "Lake County") , and the Village of Buffalo Grove, (hereinafter referred to
as "Village").
W I T N E S S E T H :
WHEREAS, in the interest of furthering inter-governmental cooperation,
the parties have agreed to revise their respective procedures for rabies and
animal control activities; and,
WHEREAS, the parties have determined that the following Agreement
is in the mutual best interests of both Lake County and the Village,
NOW, THEREFORE, in consideration of the mutual covenants herein
contained, it is agreed by and between the parties hereto as follows:
1. Any Village resident who purchases or displays a Village animal
license at the time of purchase of a Lake County Rabies Registration will be
permitted to pay a registration fee of $1.00 per animal for a one year
registration, and $3.00 per animal for a three year registration. In the
event the Village resident does not purchase or display the Village animal
license, the Lake County Rabies Registration fee will be at the standard Lake
County rate.
2. Lake County agrees to provide monthly a list of all Lake County
Rabies Registration tags issued and/or information containing rabies vaccination
date, name of owner, the address and telephone number of owner, and type of
animal so registered.
3. Lake County shall impound and provide rabies observation by a
licensed veterinarian for all stray, biting animals delivered to the Lake
County-Wauconda facility at no cost to the Village. If the owner of the stray,
biting animal is located, Lake County will attempt to collect usual and customary
impoundment fees. Cost of impoundment of animals other than stray, biting
animals will be billed at the rate of $4.00
per animal per day to the Village.
4. Lake County shall provide medical investigations with medical
recommendations and follow-up activities for all reported animal bites.
5. Lake County shall maintain a comprehensive filing system of
all animals registered in Village, and other participating municipalities,
and to make registration information available to authorized personnel for
the investigation of animal bites, or for the return of lost animals. This
information will be made available during Lake County business hours, except
in the cast of biting, stray animals or severely injured animals, when a
twenty-four (24) hour service shall be available.
6. Lake County shall investigate, refer and/or transport all animal

specimens delivered to its Wauconda facility for laboratory investigation to !
assist in identification of rabid animals.
7. Lake County shall provide educational materials, including
posters and pamphlets, and other educational programs relating to rabies and
animal control specifically directed toward youth, public and health officials,
and the general public.
8. The Village agrees to,notify Lake County forthwith of any
reported animal bites and to provide monthly a copy of all Village animal
licenses issued and/or information containing rabies vaccination date, name
of owner, and the address and telephone number of said owner. 1
9. Lake County and the Village agree that the animal control
services to be provided by Lake County hereunder shall be in addition to
such services currently provided by the Village, and the Village agrees
to continue to provide said such services as are in effect as of the date
hereof for the term of this Agreement. In the event that the Village shall
cease providing any of said services, this Agreement shall be void.
10. This Agreement shall be cancellable upon sixty (60) days'
notice in writing by either party following one (1) year from the date
hereof.

As to paragraph 3, the Village pays Lake County for the

The Village still has its responsibilities under Or-
dinance 75-27 (Animals) . Lake County agrees to impound

A question comes to mind in that, can the Village de-

animals under Chapter 24, Section 11-20-9 and Chapter
8, Section 374 of the Illinois Revised Statutes .
