A clearly visible line that reduces traffic accidents and fatalities , and improves safety is the primary purpose of such road markings . This aspect of the installation is paramount , even above the economics involved . Economic Analysis of Thermoplastic Markings In the long run, thermoplastic installations would be equal in cost or less costly than frequent , successive paintings . To equal the effectiveness of thermoplastic pavement markings on heavily travelled streets and highways , three or four paintings per year would be required. In Northern states , such as Illinois , due to climatic conditions , only three paintings per year can be achieved . An example of comparative economic costs using 4" lane lines , the painting cost would be from 3C to 4 per lineal foot per painting, and the annualized cost would be 1U to 16 per foot . Comparable comparisons can be made on the other markings on the road . In our proposal , we are guaranteeing a fixed cost during the five year life of the contract ; thus assuring the City of a known cost pro- jected into the future, wherein it is reasonable to assume that with painting, the cost will tend to go up due to increase in material and labor during the course of the period under consider- 3 ation. Finally, even though the cost is justified, there is no price that can be put on the safety value of the permanent marking . Description of Thermoplastic Materials and Installation Hot extruded thermoplastic pavement markings are extruded at 400°F . , approximately 1 /8" thick. The thickness of the line allows for superior reflective qualities . The line is self-cleaning with rain and traffic , and the marking exhibits good recovery under snow or rain conditions , thus contributing to all -weather safety. After installation, it dries ready for use within 5 to 10 minutes , thus minimizing traffic interruption during the initial installation; and of course, because replacements are virtually unnecessary during the period under consideration, further reduces traffic interruptions . Hot extruded thermoplastic is a mixture of resins, pigments , glass beads and fillers . Glass beads are also dispensed on the surface of the molten material- simultaneous to its application, to increase reflectivity. Also simultaneous to the application, a two-component epoxy sealer is sprayed preceeding extrusion of the thermoplastic which increases the adhesion to the surface , on a physical basis , and also formulates a moisture barrier for the future . The lane lines and edge lines are installed using sophisticated automatic equipment which apply the line at approximately three miles per hour . The channelization and crosswalk markings are installed with hand liner equipment . �./ 4 History of Thermoplastic The early development of thermoplastic materials took place in England in the early days of World War II , when the ingredients for conventional paint were not available and highway markings became more critical than ever because of blackout conditions . Early attempts were made to create a marking material by combining natural wood resins with pigments and fillers to substitute for paint . These early attempts were moderately successful for marking but were in no way necessarily intended to be permanent . As time went on, these were improved and some of the earls applicdtions in the United States were done with British type thermoplastic . These materials , however, were not successful for permanent mark- ings in the United States due to the fact that the resins and formulations were inadequate to withstand the vast temperature range of the American climate as compared to the more moderate temperature range of England . Furthermore, the material was not sufficiently hard in surface characteristics to withstand the punishment of truck traffic on the American highways . At about this time , the predecessor companies of Perma-Line entered the scene and started to apply their advanced technology to solve the problems described above . Their on going efforts have been and are continuing the constant improvement of permanent highway markings . 5 Perma-Line Experience Perma-Line installations have been used from coast to coast throughout the United States . Coming closer to home, thermoplastic pavement markings have been used in Illinois since 1955 . Presently, most of the expressway system has been marked using hot extruded thermoplastic . Some of the installations have been in service for over five years , attesting to its longevity and service .
