RESOLUTION NO. 75--gi
WHEREAS , THE Village of Buffalo Grove is contiguous to a
large amount of vacant unincorporated property and ,
WHEREAS , the Village has legal responsibility to review
all proposed developments within one and one-half miles of its
corporate limits and ,
WHEREAS , development of these properties appears imminent
within the next twenty years and a policy must be established
which will govern the planning and zoning of land uses for
these vacant parcels ,
THEREFORE , the Village ' s policy for this unincorporated
property shall be as follows :
Section 1 . The Village adopted a Comprehensive Master Plan
on November 19 , 1973 which provides guidelines
for establishing land uses both within the
community and the unincorporated and contiguous
areas bordering the community. The goal of
these guidelines is to prevent adverse effects
upon the level of governmental services within
the Village. Some of those objectives• are as
follows :
(a) Prohibit urban development in flood
plains and in areas where unsuitable
soil conditions exist without effective
safeguards .
(b ) Locate development in accordance with the
usability and adaptability of the land.
(c ) Provide a balanced amount of land for
each urban use.
(d) Arrange for an efficient , convenient
and harmonious pattern of land uses
while avoiding undesirable and in-
compatible uses .
(e) Balance the intensity of land use with
the capability of providing adequate
services .
( f) Provide for a concentration of facilities
and activities while maintaining and
preserving an acceptable amount of open
space.

( g) Coordinate the acquisition of school
sites with other public lands to
develop a system of schools , recreation
areas and public buildings as an integral
part of each neighborhood.
Section 2 . The Counties of Cook and Lake have also developed
Comprehensive Plans for the vacant , unincorporated
properties . These plans provide for multi -family,
industrial , and commercial development while
failing to take into consideration the dispropor-
tionate cost of services to such areas when compared
with similar services provided by neighboring
municipalities. Such development in areas contiguous
to the Village should be especially discouraged
in light of the relatively more effective avail -
ability of police patrol , health and housing
inspection by the Village .
Section 3 . The Village has adopted a policy requiring developers
to donate land and/or cash donations for schools
and parks . As this is not at present required of
land developers in unincorporated areas , such policy
of land donation should be required by the County
to insure that adequate donations are made to both
the schools and Park District for the future well -
being of the residents and general welfare of the
County .
Section 4. A copy of this resolution should be forwarded to
President Dunne of the Cook County Board , Alex
Seith of the Cook County Zoning Board of Appeals ,
John Balen of the Lake County Board , and Jeanne
Aitchison of the Lake County Plan Commission .
