1973-11-13 - Resolution 1973-24 - VBG requesting the high density housing planned for the Lake County NIKE site be reevaluated and rekicated RESOLUTION NO. 73-24 WHEREAS the Board of Education of School District 103, Lincolnshire - Prairie View, Illinois, is attempting to provide high quality education to the kindergarten through eighth grade pupils within the district, and WHEREAS the facilities and financial ability of the District are now and will be strained in providing such educational services for the students now in the district and reasonably to be expected in the district as the result of the normal development of presently vacant and available housing sites within the district, and WHEREAS the development of the entire district has, virtually without exception, been on the basis of low-density, single-family housing, and WHEREAS the residents and parents in the district have expressed their concern over and dissatisfaction with the proposed high density housing on the NIKE site, and WHEREAS it appears to this Board that such housing may well result in a poorer educational program for the students in the district, NOW THEREFORE BE IT RESOLVED by the President and Board of Trustees of the Village of Buffalo Grove that a communication be addressed and sent to the Department of the Navy requesting that the proposed housing project for the NIKE site be abandoned unless the Department of the Navy would furnish to the affected school districts the money equivalent of what the development would generate if it were on the tax rolls. C.- 20350 Dear Mr. Warner: The proposed "off base"Naval Housing facility, presumably to be built on an inactive NIKE site here in Vernon Township, Lake County Illinois, has created substantial concern among the citizen-taxpayers. As you well know the public is hasty to fear the unknown and tend to mistrust the evasive. We plead for communication. I have no knowledge of local public officials being advised; consequently we have a poltergeist situation. Explaining that of which we have no knowledge is a bit difficult. An Armed Forces housing project is no different from a private project in so far as services required; not the least of which are educational facilities. A private developer is now required to meet many specific qualifications some of which are federal to assure no adverse impact on the existing taxpayer and the environment. The Armed Forces should wish to do no less. This is particularly significant in the case of Armed Forces housing; quite often such peripheral facilities are suddenly closed, with changing situations and or budget action, leaving an attractive nuisance to be borne by the community. It is conceivable that all such apprehensions generated locally have been satis- factorily considered by the Navy but the local citizens are unaware. I respectfully request that the Navy not take tangible action until the local area citizens are politely briefed; hopefully allowed some reasonable dialogue. • Translation:White man and indian chief brothers with glad hearts. Hon. John W. Warner - 2 Several years ago I had the pleasure of serving on a housing committee here in Lake County with Rear Admiral H.A.Renken. We were concerned with both naval and civilian housing; without distinction. We were exploring housing accomodations off base; if I may use the term, integrated with civilians. I sincerely question if such concept might not be as economically feasible, in the long run, as a huge barracks; exclusively Navy: Again I would urge that the community be advised and appraised. We may be of some help. If your servicemen are to be stationed and housed here I'm sure they will be more comfortable and at ease if they feel that they are responsible mem- bers of the community; no matter how temporary.
